What the inspector wrote

On the above noted date and time, Licensing Program Analyst (LPA's), Diana Brasel conducted an announced visit for an added component to the existing license number 334813827, upon licensure of the added component the facility will become a single license under this assigned facility number (note on facility report dated 01/21/2025 the facility number is incorrect) LPA was provided and documented the wrong facility number for the added single license. The information on this report will be used for the updated information. The current preschool license number will be closed as a single component closure upon granting the infant component. The licensee has requested to decrease the preschool capacity from 64 to a capacity of 45 children ages 2-5 in preschool room 1 and 2A and 8 infants ages 0-2 in the room 2B. Upon arrival, LPA's met with Program Leader Kaitlyn Bowker. Days and Hours of operation will be Monday - Friday 6:30 am - 6:00pm. Present during today\342\200\231s inspection were 17 children with 5 staff and the Program Leader. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Kaitlyn Bowker that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Kaitlyn Bowker stated that they will be stored in kitchen. A fully equipped first aid kit is in a cabinet labeled in the kitchen. There is an operational carbon monoxide detector on site located in room 2B. All required licensing documents were observed posted in the parents sign in area. Children will be signed in and out at door entrance. A granted Fire Clearance was granted on 12/20/2024 On 01/21/25 LPA Brasel measured the indoor preschool rooms 1 and 2, the outdoor activity space for preschool and infant. On 07/12/2024 the infant indoor space was measured. Total indoor activity space measured for infant is 311.57, which is sufficient to accommodate the requested capacity of 8 children and the preschool indoor activity space measured 1829.03, which is sufficient to accommodate the requested capacity of 45 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filtered bottle watered, the children bring their own water bottles. The site has disposable cups for children when needed. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. LPA observed one sink for infants, one potty chair, and a changing table with a sink within arms reach of the changing table. These are sufficient to accommodate the requested capacity of 8 infant children. Preschool has a total of 3 sinks and 3 toilets available, which is sufficient to accommodate the requested capacity of 45 children. The facility currently has a fully fenced playground area. Fencing is chain link and vinyl fencing which is at least four feet high. The total square footage for the infant outdoor activity space is 1463.30, which is sufficient to accommodate the requested capacity and the total square footage for the preschool outdoor activity space 5377.50. Shade for infant playground is trees, umbrella and building, shade for the preschool playground is built in gazebo, trees and building overhang. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a Step 2 Club house climber which serves ages 2-6. There is adequate cushioning in fall zones of climber provided by artificial turf. Drinking water is available via filtered bottle water in the children's water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Facility representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. There is a separate staff restroom equipped with a toilet and staff will use kitchen sink for hand washing located next to staff restroom. The isolation area for children who are ill will be the directors area. Feeding tables have broad-based legs, plastic seats are in good repair. The facility will have a bumbo seat with tray/safety strap for feeding. Changing tables have at least 1\342\200\235 padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3\342\200\235 high and the changing table is within arm\342\200\231s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via a barrier made of sound absorbing material that allows for supervision of napping children. The barrier is at least four feet high. Sleep logs, Needs and Services Plans and Sleep Plans will be kept in infant room 2B. Facility will provides breakfast, lunch, and snack. The kitchen area currently includes a refrigerator with freezer, convection oven, toaster, micro-wave, and sink. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via a locked cabinet, partition and gate. Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.\342\200\235 Incidental Medical Services (IMS) policy was discussed. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. MyChildCarePlan.org--Child Care Centers and Family Child Care Home: Facility representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
