What the inspector wrote

On 08/20/2025 at 9:30 AM, Licensing Program Analyst (LPA) Tiffanie Diep met with Licensee Xinhua Jin for the purpose of an unannounced case management inspection, and Licensee guided LPA on a tour of the home. Licensee’s preferred language is Mandarin. Licensee was able to speak and understand limited English. LPA observed nine children present in the home with Licensee and their adult child/assistant (S2). Upon entry into the facility, LPA observed stairs to the second floor were not barricaded. Licensee immediately placed a baby gate at the bottom of the stairs during the visit. At approximately 12:00 PM, LPA observed the stairs were not barricaded as the baby gate was removed. Licensee placed the baby gate at the bottom of the stairs during the visit. LPA discussed the requirement to fence or barricade stairs when there are children less than five years old in care. All individuals subject to a criminal record review have obtained a criminal record clearance. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of five days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continues on LIC 809-C Continued from LIC 809 (Page 2) Based on LPA’s observations, a deficiency is being cited on the attached LIC 809-D. LPA Tiffanie Diep informed the licensee, Xinhua Jin, that this report dated 08/20/2025 documents one Type B citation as there was a potential risk to the safety of children in care. An exit interview was conducted and report was reviewed with the licensee, Xinhua Jin. A notice of site visit was given to Licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. A copy of Appeal Rights (LIC 9058) in Chinese was provided to Licensee.
