What Happened
Complaint investigation substantiated two critical allegations: unqualified staff member supervised children without a qualified teacher present, and children lacked immediate access to drinking water during outdoor play. Observations
- Unqualified staff member (not qualified to supervise alone, only as teacher's aide) supervised up to 9 children without qualified teacher present
- Drinking water not readily available during outdoor play—children must return inside with staff member to refill water bottles, resulting in lack of immediate access to drinking water outside
