Another allegation claimed that staff failed to ensure children were provided with water. Four confidential interviews confirmed that children had access to water both indoors and outdoors via individual water bottles and refillable Dixie cups from a pitcher. It was alleged that on August 25, 2025, Child 1’s (C1) water bottle was left empty indoors while children were outside for lunch without access to water. LPA observations confirmed that water is typically made available during transitions; however, there was no evidence to support that water was unavailable on the specific day in question. The third allegation involved children being allowed to play outside in excessively hot temperatures, reportedly around 100 degrees. All five confidential interviews confirmed that CCC follows an alternative weather schedule, utilizing an indoor multipurpose room during extreme weather conditions. Directors stated that on days exceeding 85 degrees, managers assess factors such as shade, humidity, and breeze before permitting outdoor play. LPA observed shaded areas, covered patios, and misters on the infant playgrounds. A review of weather records indicated that on August 25, 2025, the temperature in Temecula did not exceed 87 degrees at 11:30 AM when C1 was picked up. However, it was reported that the misters were not functioning at that time and that the temperature felt significantly higher. Due to conflicting statements and lack of corroborating evidence, LPA was unable to substantiate the allegations regarding rough handling of children, lack of water provision, and exposure to extreme heat. While these incidents may have occurred, they are not supported by sufficient evidence and are therefore deemed unsubstantiated. An exit interview was conducted, and a copy of the report, appeal rights, and a Notice of Site Visit were provided to Assistant Director Mari Rivera. The Notice of Site Visit must remain posted in a prominent location visible to families and caregivers for 30 consecutive days.
