Licensing Program Analyst (LPA) Kelli Waters conducted an unannounced annual inspection for a family childcare at the above home on 10/24/25 at time listed above. LPA met with Licensee, Angela Diaz, who guided LPA on a tour of the home. Present during the inspection was Licensee, an assistant, an adult resident, 3 minor residents, and 3 children in care (1 infant, 2 preschool age). The facility operates Monday through Friday from 6:00 AM to 6:00 PM each day. Certain areas are off-limits, including the entire second floor, casita, and garage. The facility is licensed as a large Family Child Care Home (FCCH) with a maximum capacity of 14 children and is operating within the licensed capacity. The fire clearance for a large family childcare was approved on 10/05/20 by Murrieta Fire Department. Facility Review: During the inspection, LPA observed a working home & cell phone available, and the current phone number on file is correct. A fully charged fire extinguisher (2A:10BC) was observed, along with a functioning smoke detector and carbon monoxide detector, both of which were tested by the Licensee. The fireplace is properly screened to prevent access by children, and stairs are barricaded with a baby gate when children are in care. All hazardous items, including toxins, are stored securely and are inaccessible to children. LPA observed clean, safe, and age-appropriate toys for children. Licensee, Angela Diaz, stated that no weapons are present in the facility. Licensee understands that all firearms, weapons, and ammunition must be locked separately and made inaccessible as per Title 22 Regulations. There is an in-ground pool in the backyard. The fencing surrounding the pool is mesh, 5 feet in height with a ground clearance of less than 2 inches. An additional mesh panel added to make mesh fencing at 60 inches next to a retaining wall was in disrepair. Licensee will have add-on panel repaired to ensure mesh fencing is at least 60 inches twelve inches from the retaining wall. There is a self-closing, self-latching gate with a key lockable device at 44 inches and the handle at 64 inches. Licensee will adjust latching device to have key lockable portion at 60 inches. During the inspection, the licensee did not have the additional safety items required to meet AB2866 including a water alarm meeting ASTM International Standard F2208, a 12-foot, fixed-length rescue pole, a 17-inch life ring, both meeting AB2866 Health & Safety Code regulations, and a daily safety inspection log. LPA reminded Licensee of additional safety requirements and provided Licensee with AB2866 health and safety regulations. Licensee will acquire the necessary items immediately. Record Review: A current roster is on file, and required postings, including the Facility Sketch, Emergency Disaster Plan, and Notification of Parent\342\200\231s Rights, are displayed. Fire and disaster drill documentation is maintained, with the last drill conducted on 09/05/25. Both children's and staff's records were reviewed and found to be complete. Mandated Reporter Training has been completed and is valid until 11/26. The Pediatric CPR and First Aid certification expires on 10/27. Resident and staff records were reviewed, and all adults requiring caregiver background checks have received the necessary clearances and exemptions. Licensee, Angela Diaz, was reminded that all adults 18 and over, living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Infant Care: LPA discussed the safe sleep regulations with Licensee, Angela Diaz, and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services: Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.
