What the inspector wrote

On 07/11/2022 at 1:35 PM Licensing Program Analyst (LPA) Susan Brewer, arrived at the facility unannounced to conduct an annual inspection. LPA S.Brewer, was greeted by the Licensee Monique Hong, conducted a COVID-19 pre-screening and was granted entry to tour the facility inside and out. The licensees Monique Hong, Roth Hong and Rijin Hong applied to increase her capacity to that of a Large Family Child Care Home. Present during this visit were the licensees and 1 resident adult and Licensee Rijin Hong, left the facility at approximately 2:30 PM. LPA S.Brewer reviewed records, and observed and/or discussed the following: Normal days and hours of operation are Monday- Friday, 6:30 AM to 6:30 PM OFF-LIMIT AREAS INCLUDE: 1st Floor Laundry Room, Garages (separated), Entire 2 nd Floor, Outdoor West Side Yard/Dog run. The inspection consisted of reviews of the following domain: Physical Plant, Care and Supervision, Records, Facility Administration, Staffing Ratio and Capacity, Personal Rights. The inspection found the facility to be in compliance in these domains. Deficiencies not cited this visit. \302\267 The facility is operating within the licensed capacity and appropriate ratios. A census of 6 children in care was observed on 07/11/2022. \302\267 The Licensee is present in the home and has ensured that children in care are supervised. \302\267 When temporarily absent from the home, the Licensees shall arrange for a substitute adult to care for and supervise children \302\267 A working telephone is present on 07/11/2022 \302\267 Appropriate fire extinguisher, smoke detector and carbon monoxide detector present and were tested by the Licensee Monique and Roth Hong during this inspection 07/11/2022. \302\267 All hazardous items are inaccessible, this includes detergents, cleaning compounds, medications and other items which could pose a danger to children. \302\267 Storage of poisons is inaccessible to children and locked on 07/11/2022. \302\267 There is a properly barricaded fireplace on 07/11/2022. \302\267 No guns or weapons present as stated by the Licensees Monique and Roth Hong. Licensees understand all guns, weapons and ammunition must be key locked separately and made inaccessible per Title 22 regulations. \302\267 Stairs are barricaded on 07/11/2022 \302\267 Home is clean and orderly, with heating and ventilation for safety and comfort. \302\267 Safe and appropriate toys and equipment are present for both indoor and outdoor activities. \302\267 The outdoor play areas are fenced and appropriate supervision is present on 07/11/2022. \302\267 Verification of control of property on by deed of trust. \302\267 Pediatric CPR and First Aid Cards expire on 12/2022 for Monique, Roth and Rijin Hong. \302\267 Health & Safety Certificate - completed on 12/05/2020 M. Hong; 03/14/2021 Roth & Rijin Hong. \302\267 Mandated reporter Training for Licensees General: NOT ON FILE FOR LICENSEES; AB1207 Child Care Expired for Monique Hong 05/2022; Expires 02/2023 for Rijin Hong & Roth Hong. \302\267 Fire clearance: 06/21/2022 \302\267 Documentation of fire & earthquake drills to be conducted every six months: Last drill on 05/02/2022 at 4:30 PM with 7 children present, lasted 25 minutes and exited to front yard. \302\267 There are no bodies of water on 07/11/2022. The licensees understands all bodies of water including ponds, above ground pools & spas, in-ground pools & spas, and some fountains must be properly covered or fenced per Title 22 regulations. The Department must be notified before and after installation of the above types of bodies of water. In addition, all wading pools or similar product must be emptied immediately after use and stored in an upright position. \302\267 Children\342\200\231s files are NOT complete: Child 1 on confidential names list is missing Sleep plan and sleep logs and all children enrolled have incorrect LIC627 Medical Consent form on file. Licensees Monique Hong and Roth Hong, were reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA Susan Brewer discussed the safe sleep regulations with licensee Monique Hong and Roth Hong, and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA Susan Brewer, also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. Before licensure, the following needs to be corrected/completed on or before 08/11/2022: 1. LIC279 Update (Original form required) 2. Signed statement from Licensee Rijin Hong, if removed from license. 3. Mandated Reporter Training for Monique Hong Once all corrections have been made, with proof sent to licensing, the application for a Large Family Child Care Home will be submitted for approval with a maximum capacity of 12, or 14 with parent notification. As agreed upon by the licensees, all corrections are due within 30 days. If not received within 30 days from the date of this report, the application may be withdrawn and the license will remain a Small Child Care Home. A notice of site visit was given and must remain posted for 30 days. LPA conducted and exit interview with the Licensees Monique and Roth Hong, when the report was reviewed and a copy of the report was provided on 07/11/2022.
