What the inspector wrote
Licensing Program Analyst (LPA) William Chancellor conducted an unannounced annual inspection for a large family childcare at the above home on January 21, 2026, at 11:40 AM. LPA met with Licensee Tiara Sugmad, who guided LPA on a tour of the home. LPA observed eight daycare children present along with one assistant.
The facility operates Monday through Friday 7:30AM- 5PM. Certain areas are off-limits, including the entire second floor, attached garage, and laundry room. The facility is licensed as a large Family Child Care Home (FCCH) with a maximum capacity of fourteen (14) children and is operating within the licensed capacity of the license. LPA confirmed second story stairs are barricaded while children are present.
During the inspection, LPA observed Licensee and assistant to be interacting with each daycare child by providing lunch, singing music, reading and transitioning down for nap. A working cell phone is available, and the current phone number on file is correct. A fully charged fire extinguisher (2A:10BC) was observed, along with a functioning smoke detector and carbon monoxide detector, both of which were tested by the Licensee. The fireplace is properly screened to prevent access by children, and all hazardous items, including toxins, are stored securely and are inaccessible to children.
Licensee Tiara Sugmad stated, weapons are present and stored according to Title 22. LPA confirmed licensee understands all guns, weapons and ammunition must be key locked separately and made inaccessible per Title 22 Regulations. The facility provides clean, safe, and age-appropriate toys for children. A current roster is on file, and required postings, including the Facility Sketch, Emergency Disaster Plan, and Notification of Parent’s Rights, are displayed. Fire and disaster drill documentation is maintained, with the last drill conducted on December 31, 2025. Both children's and employees' records were audited as part of this annual inspection. Mandated Reporter Training has been completed and is valid until August 2026. The Pediatric CPR and First Aid certification expires in January 2028. Resident and staff records were reviewed, and all adults requiring caregiver background checks have received the necessary clearances and exemptions.
During the inspection, LPA confirmed the presence of an in-ground swimming pool in the backyard. The pool is fully enclosed and made inaccessible to daycare children by a 5-foot mesh fence, that is installed from one neighbors fence to the perimeter brick wall. LPA confirmed the bottom of the fencing is flush with the ground of the pool deck and has no spacing. There are no gaps or openings large enough to allow the passage of a sphere with a diameter of four inches or more. The fence has no protrusions, cavities, or other features that could serve as handholds or footholds for climbing. The gate was verified to open away from the pool and is self-closing and self-latching. The latch is equipped with a key-lockable device located at least 60 inches above ground level.
LPA observed a pool alarm placed in the in-ground swimming pool. LPA and licensee confirmed the alarm to be operating when movement of the water was tested. Documentation confirming compliance with ASTM International Standard F2208. Additionally, LPA confirmed the presence of required safety equipment: a life ring with a minimum exterior diameter of 17 inches, labeled as U.S. Coast Guard approved. A 12-foot rescue pole with a body hook was installed at a fixed length during the inspection. All safety equipment was visible and readily accessible from the pool area. The licensee maintains a daily pool inspection log to ensure all safety measures are in place prior to opening the facility.
As of this date of this inspection, the fencing does meet Title 22 Regulations.
Licensee Tiara Sugmad was reminded that all adults 18 and over, living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see

During the exit interview, the Licensee Tiara Sugmad, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
