What the inspector wrote

A review of facility records, including the child roster and attendance timesheets, as well as interviews conducted during the investigation, revealed that the licensee actively monitors and regulates attendance by adhering to scheduled arrival and departure times agreed upon with parents. Based on the documentation reviewed, the LPA confirmed that no more than 14 children were in care at any one time. The licensee denied the allegation and stated that the Family Child Care Home (FCCH) was not operating over capacity on the dates in question. Regarding allegation that licensee is not providing comfortable accommodation for day care children, it was alleged that day care children are cold to the point they are putting their arms inside their shirts. On 08/15/2025, LPA conducted an unannounced inspection and observed children napping comfortably on blankets and confirmed that the FCCH thermostat read 75 degrees. Licensee disclosed to LPA that licensee maintains the temperature of the FCCH at 75 degrees and that none of the children or parents have complained of it being too cold in the FCCH. LPA did not find the temperature to be uncomfortable or observe any of the children displaying signs of discomfort. Based on observations, interviews and records review the allegations that facility is operating over capacity and licensee is not providing comfortable accommodations for day care children, may have occurred, however are not supported or proven by evidence. Therefore, the allegations are unsubstantiated. An exit interview was conducted and a copy of this report, appeal rights and Notice of Site Visit were discussed and provided to licensee Portia Bessent. Licensee was reminded that the Notice of Site Visit must remain posted for 30 consecutive days.
