What the inspector wrote

On 10/05/2022 at 8:35 AM, Licensing Program Analyst (LPA) Susan Brewer arrived at the facility unannounced to conduct a Case Management inspection. The licensee Bianca Harris, has applied to increase her capacity to that of a Large Family Child Care Home. In addition, the licensee is requesting to make a change in the facility floor plan to make two off limit areas on the 1 st floor accessible to children, which are the Recreation room and Bedroom 4. LPA was greeted by the Licensee Bianca Harris and granted entry to tour the facility, inside and out. Records were reviewed and the following was observed and/or discussed: Present during this visit were the Licensee, the licensee spouse and 3 other adults. Normal days and hours of operation are: Mon-Fri, 7:00 AM to 4:00 PM OFF-LIMIT AREAS INCLUDE: The Garage and Entire 2nd Floor. Outside: Pool Area, West side yard and East side yard where dog run is located. The inspection consisted of reviews of the following domain: Physical Plant, Care and Supervision, Records, Facility Administration, Staffing Ratio and Capacity, Personal Rights. The inspection found the facility to be in compliance in these domains. \302\267 The facility is operating within the licensed capacity and appropriate ratios. A census was taken of 6 children in care. \302\267 The Licensee is present in the home and has ensured that children in care are supervised. \302\267 When temporarily absent from the home, the Licensee shall arrange for a substitute adult to care for and supervise children on 10/05/2022. \302\267 A working telephone is present. \302\267 Appropriate fire extinguisher, smoke detector and carbon monoxide detector are present and were tested by the Licensee Bianca Harris, during this inspection 10/05/2022. \302\267 All hazardous items are inaccessible, this includes detergents, cleaning compounds, medications and other items which could pose a danger to children on 10/05/2022. \302\267 Storage of poisons is inaccessible to children and locked. \302\267 There is a properly barricaded fireplace 10/05/2022. \302\267 Guns or weapons present as stated by the Licensee Bianca Harris. Licensee understands all guns, weapons and ammunition must be key locked separately and made inaccessible per Title 22 regulations. LPA verified on 10/05/2022 that the licensee is compliant with Title 22 regulation \302\267 Stairs are barricaded on 10/05/2022. \302\267 Home is clean and orderly, with heating and ventilation for safety and comfort. \302\267 Safe and appropriate toys and equipment are present for both indoor and outdoor activities on 10/05/2022. \302\267 Outdoor play areas are fenced and/or appropriate supervision is present on 10/05/2022. \302\267 Verification of control of property on file by grant deed. \302\267 Pediatric CPR and First Aid Card - completed on 10/23/2021 and expire 10/2023 \302\267 Health & Safety Certificate - completed on 10/13/2019 and Lead component complete 08/26/2021. \302\267 Mandated reporter: General: 10/14/2021; AB1207 Child Care Expires: 10/14/2023. \302\267 Fire clearance: 09/14/2022 \302\267 Documentation of fire & earthquake drills to be conducted every six months: Last fire drill on 07/10/2022 at 3:00 AM, 2 children/1 staff present lasted 30 minutes; Earthquake drill on 07/13/2022 at 11:11 AM lasted 30, 2 children/1 staff minutes. \302\267 There are bodies of water on 10/05/2022 and in compliance with Title 22 regulations. Licensee Bianca Harris, understands all bodies of water including ponds, above ground pools & spas, in-ground pools & spas, and some fountains must be properly covered or fenced per Title 22 regulations. The Department must be notified before and after installation of the above types of bodies of water. In addition, all wading pools or similar product must be emptied immediately after use and stored in an upright position. \302\267 Children\342\200\231s files are complete on 10/05/2022. \302\267 Employee\342\200\231s files are complete on 10/05/2022. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA Susan Brewer, discussed the safe sleep regulations with licensee Bianca Harris and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. Before licensure, the following needs to be corrected/completed on or before 11/05/2022: 1. LIC999A Floor plan to include changes to designated daycare areas. 2. Remove glassware and other accessible items from lower table and corner shelves in recreation room. Once all corrections have been verified, the application for a Large Family Child Care Home will be submitted for approval with a maximum capacity of 12, or 14 with parent notification. Applicant advised that all corrections are due within 30 days or the application may be withdrawn. Deficiencies not cited this visit on 10/05/2022. No civil penalties issued on 10/05/2022. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Bianca Harris.
