Inspector’s narrative

What the inspector wrote

On December 2, 2024, at 8:50 AM, Licensing Program Analyst (LPA) Brian Morris arrived at the facility to conduct an annual inspection as part of a compliance review. LPA toured the facility, inside and out, records were reviewed, and the following was observed and/or discussed: \302\267 Normal days and hours of operation are: Monday- Friday 7:00 AM -4:00 PM \302\267 Off-limit areas include: Garage, entire upstairs, pool, and south side yard. \302\267 Licensee has one dog, one Grey and White Pitbull. \302\267 The facility is licensed to have no more than 14 children as a Large FCCH and is operating within the licensed capacity and appropriate ratios. Licensee along with two assistants and three children were present during inspection and three left before nap. \302\267 Appropriate supervision was being provided during this inspection \302\267 A working telephone is present, and the current phone number is on file \302\267 A fully charged fire extinguisher (2A:10BC) was observed. A smoke detector and carbon monoxide detector were present and tested by the Licensee during this inspection. Licensee was reminded to change batteries in smoke detectors when they chirp. \302\267 There is a faux fireplace in the home that is electric. That is properly locked and inaccessible to the children. \302\267 All hazardous items are stored inaccessible to children \302\267 Toxins are locked and inaccessible to children in care. \302\267 Weapons are not present/stored in the home. Licensee granted access upstairs to see the ammunition that is stored in a locked safe with no weapons or guns. Licensee stated the military has guns stored separately on base and not in the residence. Licensee understands all guns, weapons and ammunition must be key locked separately and made inaccessible per Title 22 Regulations \302\267 Stairs are properly barricaded \302\267 Clean, safe, and age-appropriate toys are provided \302\267 Current roster on file \302\267 Facility Sketch, Emergency Disaster Plan and Notification of Parent\342\200\231s Rights poster are posted \302\267 Documentation of fire and disaster drills are on file \342\200\223 Last drill was conducted in August 2024. \302\267 Licensee has a properly gated fenced pool in the back yard, making the pool and jacuzzi inaccessible to all children. Licensee understands all bodies of water including ponds, above ground pools & spas, in-ground pools & spas, and some fountains must be properly covered or fenced per Title 22 Regulations. The Department must be notified before and after installation of the above types of bodies of water. In addition, all wading pools or similar product must be emptied immediately after use and stored in an upright position. \302\267 Verification of control of property is on file \302\267 Children\342\200\231s records are complete \302\267 Employee\342\200\231s records are complete \302\267 Mandated Reporter Training expires on 05/2026. \302\267 Pediatric CPR and First Aid Card expires on 07/2025. \302\267 Health & Safety Certificate is complete \302\267 Resident and/or staff records were reviewed and all adults who require caregiver background checks have received all required clearances and/or exemptions. Licensee was reminded that all adults 18 and over, living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Childcare Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. IMS must be submitted to the Department. On-line Licensing forms & regulations for a Childcare Center can be obtained on the Department\342\200\231s website: www.ccld.ca.gov . Additionally, there is a link to \342\200\234Receive Important Updates\342\200\235 located on the right side of the page, immediately above Quick Links. One can add their email address and choose which program(s) they wish to receive Provider Information Notices (PIN) for. The Duty Officer is available to answer questions Monday \342\200\223 Friday; 8:00am to 5:00pm at: 1-844-LET-US-NO (1-844-538-8766) and/or 951-782-4200 There are no deficiencies being cited at this time. During the exit interview, the Licensee Bianca Harris, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. An exit interview was conducted, and this report was reviewed with the licensee Bianca Harris. Appeal rights were discussed and provided during the exit interview.
