What the inspector wrote

All interviews confirmed that Child 1 (C1) was found to be soiled by alternate staff and was changed within a reasonable time frame. Interviews further revealed that groups of children are routinely escorted to the restroom to be changed, and appropriate ratios are maintained. When groups are escorted, one child is changed at a time while the remaining children engage in appropriate activities. Staff reported that children are changed promptly and strategically to prevent skin irritation. Staff consistently denied delaying diaper changes as a form of discipline, indicating that the concern may have been a misinterpretation. Based on conflicting statements and the absence of corroborating evidence, there is insufficient information to determine that staff allowed a daycare child to remain soiled while in care or that staff used an inappropriate form of discipline. Therefore, the allegations are unsubstantiated. Although the allegations may have occurred or may be valid, there is not a preponderance of evidence to prove that the alleged violations did or did not occur. An exit interview was conducted, and a copy of this report, appeal rights, and a Notice of Site Visit were provided to Director Zinnia Gutierrez. The Notice of Site Visit must remain posted in a prominent location visible to families and caregivers for 30 consecutive days.
