What the inspector wrote

On the above noted date and time , Licensing Program Analyst (LPA's), Diana Brasel and Griselda Castellon conducted an unannounced Case Management inspection for a decrease in capacity. The facility has requested to decrease the preschool component from 144 to 120 and add an infant component of 24 children. Preschool component will be 120 children ages 2 - 5 in classrooms 1,2,3,4,5,and 6. Infant will be 24 children ages 12 months - 24 in classrooms 7 and 8. Upon arrival, LPA met with Director Suri Cafaro. Hours of operation will be Monday - Friday 6:00am - 6:00pm. Present during today’s inspection were 90 children with 11 staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Suri Carfaro that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. O n this date the director updated the LIC 200A for preschool due to indoor square footage to from 120 to 110 children ages 2 - 5 in classrooms 1-6. The requested infant component was updated due to one room is available for today which measures for 12 children, the LIC 200A was updated for 12 children in classroom 8. LPA continued to tour the facility and measured new additional indoor and outdoor activity space. Total indoor activity space measured 3864.02 , which is sufficient to accommodate the requested capacity of 110 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via drinking fountains and disposable cups. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 5/31/2024, the signed STD850 has not been received as of this date. LPA observed a total of 14 sinks and 8 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 110 children. The facility currently has a fully fenced playground area. Fencing is a block wall and chain link, which is at least four feet high. The total square footage for all the outdoor activity space is 9746.50 , which is sufficient to accommodate the requested capacity. (outdoor measurements were used from the initial pre-licensing visit of 2/2023) There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children, which is properly anchored. There is adequate cushioning in fall zones of climber provided by wood chips and artificial turf. Drinking water is available via igloos and disposable cups. LPA observed all hazardous items on the playground to be inaccessible to children. Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Criminal Record Clearance - Child Care Centers: Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Subscribe to CCLD important information - Child Care Centers and Family Child Care Homes: Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. Licensing Program Analyst will process the request to decrease the capacity for the preschool program to a capacity of 110 children. Once the added infant component is approved the facility will become a single license under facility number 336301048. The current preschool license number will be closed as a single license. A notice of site visit was given to Director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the Director Suriati "Suri"Carfaro.
