What the inspector wrote

On the above noted date and time, Licensing Program Analyst's (LPA's), Diana Brasel and Griselda Castellon conducted an unannounced Case Management inspection for an increase in capacity. Upon arrival, LPA met with owner Nam De Silva. The Licensee is requesting to be increase from a capacity of 24 to 48 preschool children in building 2 room A and B. Hours of operation will be Monday - Friday 6:00am - 6:00pm. Present during today’s inspection were ( 20 ) children with ( 2 ) staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Nam De Silva that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. LPA continued to tour the facility and measured new additional indoor and outdoor activity space. Total indoor activity space measured 1714.81 , which is sufficient to accommodate the requested capacity of 48 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filtered water, children bring their own water bottles, the facility has paper cups if needed. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 06/18/2024 . LPA observed a total of (4) sinks and (4) toilets available for children’s use. These are sufficient to accommodate the requested capacity of (48) children. The facility currently has a fully fenced playground area. Fencing is block brick wall and wrought iron, which is at least four feet high. The total square footage for the preschool outdoor activity play yard is 3252.34, which is insufficient to accommodate the requested capacity of 48 children. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. Shade is provided via large tree and building cover. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children ages 2-5, which is properly anchored. There is adequate cushioning in fall zones of climber provided by sand. Drinking water is available via filtered water with children's own water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Criminal Record Clearance - Child Care Centers: Licensee was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Correction needed: 1. The 3 shelves located in preschool room B shall be mounted. Upon received correction the request to increase the capacity from 24 to 48 will be processed. A notice of site visit was given to licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the licensee, Nam De Silva.
