What the inspector wrote

On May 14, 2024, at 08:15 AM Licensing Program Analysts (LPA's), Courtnee Peebles and Anastasia Flores and the other licensed programs are: Preschool and School Age which were “also inspected on this date. A tour of the inside and outside of the facility was granted and the following was observed and/or noted: · The following items were posted and updated where necessary: - License - Emergency Disaster Plan (LIC610) and Earthquake Preparedness Checklist (LIC9148) - Parent’s Rights Poster (PUB393) - Personal Rights (LIC613A) - Child Car Seat Law - Menu · The facility is operating with the limits as stated on the license. · Ratios are being met during this inspection with one staff and four infants · Classrooms are adequately equipped with age and size appropriate furniture and equipment and free of hazards. · There are no weapons present at the facility as stated by Leslie Marquez · There are no accessible bodies of water present. All wading pools or similar product must be emptied immediately after use and stored in an upright position. · Drinking water is provided in the indoor activity space public filtered water by public filtered water and in the outdoor activity space by public filtered water · Medications are stored where inaccessible to children in the main office cabinet in there original labeling · Hazardous items are not stored where inaccessible to children which include: Disinfectants, cleaning solutions and other items that are dangerous. During the facility tour LPA's observed cleaning solutions in a high cabinet next to infant food. This poses a potential health and safety risk to children in care. A citation will be issued. · All floors were observed to be clean and safe · Highchairs and tables have broad-based legs and trays lock into place · Changing tables are within arm’s reach of a sink; padding is at least 1” think with raised sides of at least 3” covered in washable vinyl or plastic · Hand washing is completed before and after each diaper change and before feeding an infant · Bathrooms were observed to be safe, sanitary and in operating condition; there is at least 1 potty chair for every 5 potty-training infants · Playgrounds are enclosed by appropriate fencing and are not free of hazards, During the facility tour LPA's observed the infant playground jungle gym to have several spiders and spider webs. This poses a potential health and safety risk to children in care. A citation will be issued. · Outdoor activity areas are supplied with age and size appropriate equipment in good condition · Food preparation area is clean, free of litter and rubbish and free of rodents and other vermin · Food is stored appropriately and protected from contamination · All storage containers for solid waste were observed to have tight-fitting covers that are kept on, and in good repair · Sign in/Sign out record was reviewed and meets regulation requirements · Disaster drills are conducted at least every six months – last drill conducted on 04/18/2024 A review of staff and children's records were conducted as part of this evaluation. · Children’s records were found to be complete during this inspection. · A staff member is present with current Pediatric CPR/First Aid which expires on 11/30/2025 · Opening and closing staff member’s CPR/First Aid expires on 11/30/2025 · Director completed Health and Safety Training · All staff present meet minimum qualifications for the position for which they were hired. · A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226.The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm Licensee/Director was reminded that: · Menus shall be posted at least one week in advance in a place visible by the child’s authorized representative, dated and kept on file for 30 days, and made available upon request. · The areas around or under high climbing equipment, swings, slides, and similar equipment shall be cushioned with material that absorbs a fall. · The Licensee was informed of their reporting requirements and is provided with the Regional Office’s Unusual Incident Reporting email mailbox: UnusualIncidentReportsDO10@dss.ca.gov · The Licensee can submit transfer forms to associate new individuals or to disassociate someone from your facility at: Associations_Disassociations858@dss.ca.gov LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
