Inspector’s narrative

What the inspector wrote

On the above noted date and time , Licensing Program Analyst (LPA), Diana Brasel conducted an announced Pre-Licensing inspection for a new license program. Upon arrival, LPA met with Applicant/Director Lakeshia Mckenzie . Applicant is requesting to be licensed for ( 48 ) preschoolers ages 2 through 5 in preschool classrooms 1 and 2. Hours of operation will be Monday - Friday 6:00am - 6:30 pm. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Lakeshia Mckenzie that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Lakeshia Mckenzie stated, that they will stored in the kitchen. A fully equipped first aid kit is located in office . There is an operational carbon monoxide detector on site located in kitchen and classroom 2. All required licensing documents were observed posted in the front lobby. Children will be signed in and out at the front lobby area. . LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 3675.24 , which is sufficient to accommodate the requested capacity of ( 48 ) Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, cribs/napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filtered water in pitchers with disposable cups. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 04/24/24 . LPA observed a total of (5 ) sinks and (5) toilets available for children\342\200\231s use. The facility has one potty chair for potty training. These are sufficient to accommodate the requested capacity of ( 48 ) children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the office and will children's restroom. Facility will provide breakfast, lunch and pm snack. The kitchen area currently includes sink, refrigerator, stove, and microwave. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via locked door. The facility currently has a fully fenced playground area. Fencing is wrought iron, and block wall which is at least four feet high. The total square footage for all the outdoor activity space is 2688.00 , which is not sufficient to accommodate the requested capacity. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. Shade is provided via two large umbrella's. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a small Child Time climbing structure on the playground for children per label ages 1-8, which has been properly installed. There is adequate cushioning in fall zones of climber provided by wood chips. Drinking water is available via igloos with disposable cups. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant/Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Review of records to be maintained - Child Care Centers: LPA reviewed with applicant/director LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Criminal Record Clearance - Child Care Centers: Lakeshia Mckenzie was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.\342\200\235 APPLICANT WILL WAIT UNTIL FACILITY OPENS TO DETERMINE IMS NEEDS: Incidental Medical Services (IMS) policy was discussed. Proof that the two large cabinets in preschool room 2 have been anchored. 2. Proof the the 3 areas in classroom 1 that have chipped floor tiles have been repaired. 3. An approved playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. Applicant/Director Lakeshia Mckenzie understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
