Inspector’s narrative

What the inspector wrote

Licensing Program Analyst (LPA) Tricia Danielson arrived unannounced to the facility to conclude an investigation into the allegation listed above. LPA met with Licensee Michael Ferreira and staff Cesar Padilla and explained the purpose of the visit. At the time of today's visit, the facility had a total of 18 children enrolled and 5 were present. During today's visit, LPA interviewed 3 additional children. In total, 7 children and 2 staff were interviewed during the investigation. The allegation "staff inappropriately discipline day care child" alleged Staff #1 (S1)"popped" Child #1 (C1) in the arm, poured water on C1, and did not allow C1 to play with the other children. Information obtained from interviews with 7 seven children and 2 staff did not corroborate nor support the allegation. Although the allegation may have happened or is valid, there is no preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated. An exit interview was conducted, and this report was reviewed with and provided to Licensee Ferreira. Appeal Rights were also discussed and provided. An LIC 9213- Notice of Site Visit was also issued and must remain posted near the main entrance for 30 days. Non-compliance with posting will result in a $100 fine. This report must be accessible to the public for three years.
