What the inspector wrote

On 02/26/2025 at 11:20 am , Licensing Program Analyst (LPA) Gabriela Hernandez and Licensing Program Analyst (LPM) Pauline Beschorner arrived to the facility to conduct Case Management visit to increase the license capacity from a small family child care home to a large family child care home. A fire clearance was granted for an increase of capacity on 01/22/2025 by Riverside County Fire Department. LPA and LPM met with Licensee\342\200\231s Jeanette and Jorge Beltran, toured the facility, and the following was observed and/or discussed: \302\267 Normal days and hours of operation are: Monday thru Friday from 5:00 am to 5:00 pm. \302\267 Off-limit areas include: bedroom 1, 2 and 3, laundry room, garage, and right side of the backyard. \302\267 The facility is licensed to have no more than 8 children as a Small FCCH and is operating within the licensed capacity and appropriate ratios. There were 6 children present with both Licensee\342\200\231s. \302\267 Appropriate supervision was being provided during this inspection. \302\267 A working telephone is present, and the current phone number is on file \302\267 A fully charged fire extinguisher (2A:10BC) was observed. A smoke detector and carbon monoxide detector were present and tested by the Licensee during this inspection. \302\267 Fireplace is properly screened to prevent access by children. \302\267 All hazardous items are stored inaccessible to children. \302\267 Toxins are locked and inaccessible to children in care. \302\267 Weapons are present and stored according to Title 22. Licensee understands all guns, weapons and ammunition must be key locked separately and made inaccessible per Title 22 Regulations \302\267 Single Story Home. \302\267 Clean, safe, and age-appropriate toys are provided. \302\267 Current roster on file \302\267 Facility Sketch, Emergency Disaster Plan and Notification of Parent\342\200\231s Rights poster are posted \302\267 Documentation of fire and disaster drills are on file \342\200\223 Last drill was conducted on 12/20/2024. \302\267 There is an in ground pool and above ground spa in the off-limit area of the backyard. There is a 5ft mesh fence, with self latching and self closing gate. LPA verified the gate opens away from the pool. The pool is in the back corner of the home, the back side of the pool has a brick wall, the rest of the pool is surrounded by the 5ft mesh fencing. LPA verified the pool alarm is in working order and in compliance with ASTM International Standard F2208. Licensee provided documentation confirming it is compliance with ASTM International Standard F2208. LPA verified there is a life ring with minimum exterior diameter of 17 inches and approved by the U.S. Coast Guard. LPA observed a rescue pole with fixed length of 12 ft, extendable to 16 ft with a body hook attached. There are no windows with direct access into the pool. \302\267 LPA confirmed the Licensee is maintaining a daily pool inspection log to ensure all safety measures are in place before the facility open. \302\267 Licensee understands all bodies of water including ponds, above ground pools & spas, in-ground pools & spas, and some fountains must be properly covered or fenced per Title 22 Regulations. The Department must be notified before and after installation of the above types of bodies of water. In addition, all wading pools or similar product must be emptied immediately after use and stored in an upright position. \302\267 Verification of control of property is on file \302\267 Children\342\200\231s records are complete. \302\267 Employee\342\200\231s records are complete. \302\267 Mandated Reporter Training expires for both Licensee\342\200\231s Jorge and Jeannette on 11/09/2025. \302\267 Pediatric CPR and First Aid Card expires on both Licensee\342\200\231s Jorge and Jeannette on 09/21/2026. \302\267 Health & Safety Certificate \342\200\223 completed for both Licensee\342\200\231s on 09/07/2023. \302\267 Resident and/or staff records were reviewed and all adults who require caregiver background checks have received all required clearances and/or exemptions. The Duty Officer is available to answer questions Monday \342\200\223 Friday; 8:00am to 5:00pm at: 951-782-4200 Licensee was informed of their reporting requirements and is provided with the Regional Office\342\200\231s Unusual Incident Reporting email mailbox: UnusualIncidentReportsDO10@dss.ca.gov Licensee can submit fingerprint transfer forms to associate new individuals or to disassociate someone from the facility at: Associations_Disassociations858@dss.ca.gov There are no deficiencies being cited at this time. LPA will submit the application for approval once the following is Completed: 1. Licensee will install steel washers at the bottom of the mesh pool fencing to ensure the mesh fencing does not settle below 5ft throughout all mesh fencing. Once all corrections have been made, with proof sent to licensing, the application for a Large Family Child Care Home will be submitted for approval with a maximum capacity of 12, or 14 with parent notification. As agreed upon by the licensee, all corrections are due within 30 days. If not received within 30 days from the date of this report, the application may be withdrawn, and the license will remain a Small Family Child Care Home. During the exit interview, the Licensee Jeannette Beltran confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. An exit interview was conducted, and this report was reviewed with the Licensee Jeannette Beltran. Appeal rights were discussed and provided during the exit interview.
