What the inspector wrote

On the above date and time, Licensing Program Analyst (LPA) Sumayya Habeebulla arrived at the Early Learning Academy (CCC) to conduct a case management visit regarding an Unusual Incident Report (UIR) received by CCLD on August 25 th , 2025, for an incident that occurred at the CCC on August 20, 2025. During the interview, it was reported by Staff #1 (S1) that C1 was playing in the classroom and S2 was observing. C1 started to throw the toys and kick them. S2 approached C1 and gently guided the child to the table and spoke to the child about throwing toys. C1 returned to play the play area. Upon return, C1 picked up a toy and threw it and ran. S2 followed the child and grabbed the child and took C1 to the table. S1 observed S2 place their arm around C1 while seated behind ensuring C1 does not get up. C1 did not look upset or was not crying. S2 after a few minutes provided some activities for C1 while the remaining classroom cleaned up for outdoor play. As per S1, C1 was redirected and given other activities by S2 while the remaining class went for outdoor play. Later that day, S1 observed two red lines on the child’s upper arm. S1 reported to administration and the necessary steps were taken by the facility to ensure the health and safety of the children. LPA Sumayya Habeebulla determined that the facility took the necessary steps to ensure the safety of the children. Based on the information obtained during the visit, there appears to be no violations of Title 22 Regulations pertaining to the reported incident. An exit interview was conducted, and a copy of this report was provided. A copy of this report must be made available to the public, at the facility site, for 3 years.
