On the above date and time, Licensing Program Analysts (LPAs) Sumayya Habeebulla and Cindy Hamilton arrived at the Early Learning Academy (CCC) to conduct a case management visit regarding an Unusual Incident Report (UIR) received by CCLD on November 14 th , 2025, for an incident that occurred at the CCC on an unspecified date. LPAs interviewed the facility director and Staff #1 during this visit. During the interview, it was stated that parent of C1 reported to the facility on 11/06/2025, that a staff member touched their child inappropriately. Facility reported the incident to Moreno Valley Police Department (MVPD) and Child Protective Services (CPS) and alongside conducted an internal investigation. During the course of investigation, parent reached out to the facility director and recanted the allegation. As per the facility Director, CPS closed their investigation and stated no intervention was required. Staff #1 was placed on administrative leave during the period of investigation and returned after the investigation was completed. LPAs determined that the facility took the necessary steps to ensure the safety of the children. Based on the information obtained during the visit, there appears to be no violations of Title 22 Regulations pertaining to the reported incident. An exit interview was conducted, and a copy of this report was provided. A copy of this report must be made available to the public, at the facility site, for 3 years.
