Inspector’s narrative

What the inspector wrote

On 04/30/2025 at 11:15 AM , Licensing Program Analyst (LPA) Sumayya Habeebulla , conducted an unannounced Case Management visit in response to information received from the State Water Resources Control Board (SWRCB), Division of Drinking Water (DDW). LPA met with facility Director Karen Winter who was informed of the reason for the visit. LPA Habeebulla was provided LIC 9276 \342\200\223 Childcare center sampling checklist, LIC 9275- External Water Sampler Self -certification, and LIC 999 \342\200\223 Facility Sketch and lead testing results dated 11/12/2024 & 04/03/2025. The results provided from SWRCB on 11/12/2024 indicated that the facility had elevated levels of lead in water used for drinking in the classrooms and the department was notified of the action level exceedance (ALE). LPA observed on the report provided by the SWRCB for the testing conducted on 11/12/2024 that faucet F \342\200\223 7.3 ppb (Room 104), faucet H - 6.1 ppb (Room 105),faucet N 8.7 ppb (Room 108), and faucet P- 6.6 ppb (Room 109), were identified as having high levels. Facility was not licensed during the initial testing and therefore the classrooms were not in use. Facility replaced all the affected faucets/drinking water fountains and retested the lead level on 04/03/2025. The new testing results were recorded as for faucets F \342\200\223 3.6 ppb (Room 104), H - 2.6 ppb (Room 105), N 1.8 ppb (Room 108), and P- 1.5 ppb (Room 109) which met the required levels. Facility will submit the lab results to the department. See LIC 809C for continuation. Assembly Bill 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their drinking and cooking water for lead contamination between January 1, 2020, and January 1, 2023, and then every 5 years after the date of the first lead testing. An exit interview was conducted with facility Director Karen Winter. A copy of this report, appeal rights and a Notice of Site Visit was issued. A NOTICE OF SITE VISIT WAS ISSUED AND LPA VERIFIED THAT IT WAS POSTED IN A PROMINENT LOCATION AT THE FACILITY BEFORE LEAVING. LICENSEE UNDERSTANDS THAT IT MUST BE POSTED FOR THE NEXT 30 DAYS. This report must be available for review, upon request for the next 3 years.
