Inspector’s narrative

What the inspector wrote

During an interview with the Director, the LPA was informed that a staff member supervises the infant classroom (Joy Classroom) at the end of the day. However, a review of facility records and interviews revealed that this staff member does not possess the required three infant units as mandated by Title 22 regulations. Based on interview and records review, the preponderance of evidence has been met and the allegations that staff do not ensure bathroom sinks have disposable paper towels and unqualified staff are supervising day care children are substantiated. The facility is being cited for Title 22, Section 101239 (j)Fixtures, Furniture, Equipment and Supplies and Section 101416.2 (b) Infant Care Teacher Qualifications and Duties, see LIC 809D for citations. An exit interview was conducted, this report, appeal rights and Notice of Site Visit was discussed and provided to Director. Director was reminded that the Notice of Site Visit must be posted for 30 consecutive days. Failure to post will result in Civil Penalties of $100.00.

  • INFANT CARE TEACHER QUALIFICATIONS AND DUTIES

    101416.2 (b) Infant Care Teacher Qualifications and Duties – Prior to employment, an infant care teacher shall have completed, with passing grades, at least three postsecondary semesters or equivalent quarter units in early childhood education or child development, and three postsecondary semester or equivalent quarter units related to the care of infants, at an accredited or approved college or university. This requirement was not met as evidenced by: Staff covering the infant, Joy classroom at the end of the day do not have the required three infant units which poses a potential health, safety and/or personal rights risk to persons in care.

    101239 Fixtures, Furniture, Equipment and Supplies (j) Common towels or washcloths are prohibited. This requirement was not met as evidenced by: During visit on 07/16/2025, LPA observed a common towel in the restroom of the Love Classroom that teachers confirmed was being used by children to dry their hands which poses a potential health, safety and/or personal rights risk to persons in care.
