Pre-licensing visit·April 11, 2024

On April 11,2024, at 08:50 AM, Licensing Program Analyst (LPA) Courtnee Peebles arrived at the facility to conduct a pre-licensing inspection. This is a relocation applicant who is currently licensed for a large family child care at 26341 Bailey Ct Menifee CA 92584. Present during this inspection were: Oralicia Valdez. The home is two story with four bedrooms, two bathrooms, with attached garage. LPA toured the facility, inside and out with Oralicia Valdez and the following was observed and/or discussed: \302\267 Per Applicant, off-limit areas include: Entire second floor and Garage. Off-limit areas have safety gates and knobs , making them inaccessible to children. \302\267 Normal hours of operation will be: Monday through Friday 06:00 AM to 11:00 PM \302\267 Smoke detectors and Carbon Monoxide detectors were tested by the applicant during this inspection and were in working order. \302\267 There is central heating and air conditioning. \302\267 The fire distinguisher is a fully charged and met standards established by the State Fire Marshal. \302\267 All hazardous items were observed to be inaccessible. Storage of poisons and toxins are inaccessible to children and locked in the garage or underneath the kitchen sink with safety latches attached. Sharp items including kitchen knives, are inaccessible and stored in kitchen cabinet with a safety latch attached. Medicines are locked and stored in the kitchen cabinet with a safety latch attached preventing access to children. \302\267 First Aid Kit is located in the kitchen pantry, on top shelf, and contains all required items. \302\267 No guns or weapons are stored in the facility as of this date. Applicant understands all guns, weapons and ammunition must be key locked separately and made inaccessible per Title 22 Regulations. \302\267 Stairs are barricaded \302\267 The fireplace is properly screened \302\267 Clean, safe and age appropriate toys were observed. \302\267 LPA observed a working telephone located. \302\267 There were no toxic plants inside or outside the facility observed at this time \302\267 The outside activity area consists of: playhouse, swing set and other toys available to children who will be in care \302\267 There are no bodies of water observed on this date. Applicant understands all bodies of water including ponds, above ground pools and spas, in-ground pools and spas, and some fountains must be properly covered or fenced per title 22 regulations. The Department must be notified before and after installation of the bodies of water described. In addition, all wading pools or similar product must be emptied immediately after use and stored in an upright position when not in use. \302\267 Applicant will not be transporting any children. \302\267 Verification of control of property is maintained by applicant \302\267 Facility Sketch and Emergency Disaster Plan are posted at the entrance of the family child care home. \302\267 Pediatric CPR and First Aid Card expires May 2025. \302\267 Mandated Reporter certificate expires June 28, 2025. Preventive Health and Safety training, including nutrition and lead components have been completed by June 28, 2025. \302\267 . \302\267 The applicant, Oralicia Valdez, confirmed there are no Registered Sex Offenders living in the facility and/or using the facility address for their mailing address. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA reviewed with licensee the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. The following items were also reviewed with the applicant during inspection: - Failure to meet the posting requirements shall result in an immediate $100 civil penalty. - Documentation of fire & earthquake drills to be conducted every six months - Responsibilities of being a mandated reporter and updating training every 2 years - Personal rights of children in care, including no corporal punishment - Responsibility to know the Title 22 Regulations for anyone providing care and supervision - Capacity and Supervision requirements - Inaccessibility of hazards must be constantly reassessed depending on the children in care - Current facility phone numbers must always be on file with the licensing office - Baby walkers, bouncy seats, exert-saucers and other similar items are prohibited - Car seat law - Smoking is prohibited in the facility while providing child care or transporting children - Once licensed, the Notice of Site Visit must be posted at the entrance of the facility for a period of 30 days. If a serious violation is cited, a copy of the licensing report (LIC809/LIC9099) must also be posted for 30 days. Licensee will be scheduled for licensure at this new address. the application for a Large Family Child Care Home will be submitted for approval with a maximum capacity of 12, or 14 with parent notification.
