What the inspector wrote

On 11/05/2024 at 09:30 am, Licensing Program Analyst (LPA), Griselda Castellon and LPM Monica Cuddy conducted an announced Pre-Licensing inspection for a New Single License. Upon arrival, LPA and LPM met with Lianne Holgate Owner/Director. Applicant is requesting a preschool component. They have requested 48 preschool age children 2 through 5 years of age. The children will be in the children\342\200\231s room A and B. Hours of operation will be Monday through Friday 6:30 am to 6:00 pm. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Lianne that staff are required to always maintain direct visual supervision of the children during indoor and outdoor activities. When medications are on site, Lianne stated that they will be in in office on a bookshelf and inaccessible to children. A fully equip ped first aid kit is in the office. Carbon monoxide detectors are in the children\342\200\231s room outside the restroom wall. All required licensing documents were observed posted in the entrance/lobby of the facility. Children will be signed in and out in the entrance/lobby. LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured is 1,844.38 sq ft, which is sufficient to accommodate the requested overall capacity of children LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, sleeping mats, bookshelves, and other activity supplies for the children. Children toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms A and B via water dispenser with personal water bottles. The drinking fountains will not be used. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water in the facility. There are no weapons on the property. Fire clearance was granted on 06/21/2024. LPA observed a total of 4 sinks and 4 toilets available for children\342\200\231s use. These are sufficient to accommodate the requested overall capacity of the children. There is a separate staff restroom equipped with a toilet and a sink next to the entrance. The isolation area for children who are ill will be in the office and staff bathroom. Facility will provide a kitchen area and offer AM and a PM snack. The kitchen area currently includes one staff refrigerator with freezer, and one children refrigerator with freezer, one microwave. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food will be observed to be properly stored separate from cleaning materials. The kitchen area will also be used for child activity space as practical life skills. Hazardous items in kitchen are inaccessible to children. The facility currently has a fully fenced playground area for the existing pre-school component. Wrought iron fencing surrounding the property is at least four feet high. The total square footage for all the outdoor activity space for all components is 3,845.09 sq ft, which is sufficient to accommodate the requested capacity. Shade is provided via building overhead structure, trees, and a pergola on the playground. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground which is age appropriate for the 2 through 10 age groups that will use them. There is adequate cushioning in fall zones of climbers provided by artificial grass. Drinking water is available via personal water bottles. LPA observed all hazardous items on the playgrounds to be inaccessible to children. Applicant Lianne was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA reviewed the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Lianne was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The following corrections were noted: secure and anchor cabinets and secure blind cords out of reach of children.Lianne understands that corrections will be made within 30 days form today or the application will be denied.
