What the inspector wrote

On 04/18/2025 at 11:00 am, Licensing Program Analyst's (LPA's), Griselda Castellon and Diana Brasel conducted an announced Pre-Licensing inspection to add an infant component and remove the current toddler option component attached to the current preschool license. Current license number is 336300471, upon licensure of the infant component the facility will become a single licensed facility. The existing license number will be closed as a single license conversion and both components will be licensed under 336301137, as a single license. Upon arrival, LPA's met with Director Margarita Torres and Tammi Reliford District Manager. Licensee is requesting to be licensed for 12 infants ages (12-24 months) in classroom 3 and 78 preschool children ages (2-5 years old) in classroom 1, 2, and 4. Days and hours of operation will be Monday through Friday 7:00 AM to 6:30 PM. Fire clearance was granted on 07/31/2024. All indoor and outdoor activity space utilized for the children was inspected today. LPA's informed Director Margarita Torres Director that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Tammi Reliford stated that they will be stored in a locked medication bag that is kept in the office. A fully equipped first aid kit is located in each classroom. There is an operational carbon monoxide detector on site located in the Julian Hall outside of kitchen. All required licensing documents were observed posted in the main entrance area. Children will be signed in and out at desk located in the Julian Hall area. LPA's continued to tour the facility and measured all indoor and outdoor activity space in the infant and preschool areas. Total infant indoor activity space is 442.14 square feet and total preschool indoor activity space is 4347.68 square feet, which is sufficient to accommodate the requested capacity for the both components. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment for infant and preschool children. This includes tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Highchairs and feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. Highchairs are made of washable, moisture-resistant material. Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. The facility has no cribs caring for children ages 12 months - 24 months. Sleep logs are kept in infant room. Needs and Services Plans and Sleep Plans are kept in infant room. Drinking water is available in the infant and preschool classrooms via Brita filtered water, children bring their own water bottles. LPA's observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. There is at least one potty chair or toilet for every five infants. LPA's observed a total of (1) sink and (2) toilet's and one changing table available for the infant children's use and (9) sinks and (6) toilets for the preschool children's use. These are sufficient to accommodate the requested capacity for both the infant and preschool children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the office. Facility will provides am/pm snacks and lunch. The kitchen area currently includes one large industrial refrigerator / freezer, one stove, rice cooker, one large sink, and a walk in pantry for the preschool which is labeled. The preschool with the church, the is not present during operating operation. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via a locked cabinet. The facility currently has a fully fenced playground area for the infant and preschool components. Fencing for the infant playground is a combination of block wall and wrought iron, the preschool playground is wrought iron, both area's are at least four feet high. The total square footage for the infant outdoor activity space is 3088.50 square feet, which is sufficient to accommodate the requested capacity. The total square footage for the preschool outdoor activity space is 6234.62 square feet, which is sufficient to accommodate the requested capacity. Shade for both playgrounds is provided via large permanent canopies and trees. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is an age appropriate climbing structure on the infant playground for children ages birth - 2, which is properly anchored. There is adequate cushioning in fall zones of climber provided by artificial turf for the infant playground. The preschool playground has an age-appropriate climbing structure for ages 2-5, which is properly anchored. There is adequate cushioning material in fall zones of climber provided by wood chips. Drinking water is available via children's water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Director Applicant Margarita Torres Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Criminal Record Clearance - Child Care Centers: Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPA's reviewed with the director and provided a copy of the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted. Safe Sleep (for infant centers)– Child Care Centers and Family Child Care Homes: LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. MyChildCarePlan.org--Child Care Centers and Family Child Care Home: Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Subscribe to CCLD important information - Child Care Centers and Family Child Care Homes: Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. A license for 12 infant children ages 12-24 months in room 3, and 78 preschool children ages 2-5 years of age in rooms 1, 2, and 4 will be granted upon a final file review. Upon approval of the single license with the infant and preschool components, the current license number 336300471 will be closed as a single license conversion.
