What the inspector wrote

On 11/3/25 at 1:00 PM, Licensing Program Analysts (LPAs) Sandra Pulido and Courtnee Peebles conducted an unannounced case management visit in response to a witness report indicating that an uncleared adult may be supervising children. LPAs met with Licensee, Edward Stowe Jr. and an adult female (AF), toured the facility and took a census. During the visit, LPAs spoke with AF who informed LPAs that they have been living at and assisting the facility for six months. Per AF, they attempted to become associated to the facility, however, were unable to do so due to still being licensed at their own facility in a nearby city at the time. Based on corroborating statements, it was determined that Licensee is not in compliance with licensing requirements in ensuring all adults living, volunteering, and working in the home shall obtain fingerprint clearance or exemption prior to the initial presence in the home. A Type A citation will be given along with a $500 civil penalty. LPA informed licensee Edward Stowe Jr. that this report dated 11/3/25 documents one Type A citation which shall be posted for 30 consecutive days as there is an immediate risk to the health, safety, or personal rights of children in care. Also, LPA informed the licensee to provide a copy of this licensing report dated 11/3/25 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. An exit interview was conducted, and a copy of this report and appeal rights were provided to licensee Edward Stowe Jr. A Notice of Site Visit was given and shall remain posted for 30 days.
