What the inspector wrote
Licensing Program Analyst (LPA) Courtnee Peebles conducted an unannounced annual inspection for a small family childcare at the above home on 01/16/2025 at 10:30 AM as well as a case management inspection for an increase of capacity, requested by licensee Sheryl Le. LPA met with Licensee, Sheryl Le who guided LPA on a tour of the home. There was 8 children present with Licensee and Assistant when LPA arrived. LPA confirmed there are 8 children enrolled.
The application for a Large Family Child Care Home will be submitted for approval on 01/16/2026. A fire clearance was granted for an increase of capacity from eight (8) to fourteen (14) on December 22, 2025. A maximum capacity of 14 will be approved, requiring parent notification. Licensee Shery Le stated they understand the following regulations and requirements:
The facility operates Monday through Friday from 04:00 AM to 06:00 PM each day. Certain areas are off-limits, including the entire second floor, upstairs bedrooms, outdoor shed, pool, kitchen, and garage, laundry room. The facility is licensed as a small Family Child Care Home (FCCH) with a maximum capacity of eight children and is operating within the licensed capacity of the license. The fire clearance for a large family child care was approved on 12/22/2025 by Murrieta Fire Department.
During the inspection, LPA observed Licensee to be responsive and aware of where the children were at all times. A working cell phone is available, and the current phone number on file is correct. A fully charged fire extinguisher (2A:10BC) was observed, along with a functioning smoke detector and carbon monoxide detector, both of which were tested by the Licensee. The fireplace is properly screened to prevent access by children, and all hazardous items, including toxins, are stored securely and are inaccessible to children. There are weapons are present, and the Licensee, Sheryl Le, understands that all firearms, weapons, and ammunition must be locked separately and made inaccessible as per Title 22 Regulations. Stairs are barricaded with a
baby gate when children are in care.
The facility provides clean, safe, and age-appropriate toys for children. A current roster is on file, and required postings, including the Facility Sketch, Emergency Disaster Plan, and Notification of Parent\342\200\231s Rights, are displayed. Fire and disaster drill documentation is maintained, with the last drill conducted on January 12, 2026.
There is an in-ground pool, spas, or other bodies of water. Licensee has a in ground pool with a 5ft iron rod black fencing preventing access to the pool. LPA confirmed there is a self-latching fence that opens outwardly with a vertical of 2 inches from the ground and no more than four inches between the bars. There are no objects climbable near the fence lessening the height of the fence. LPA confirmed there is a rescue pole with a minimum length of 12 feet and equipped with an attached body hook. A life ring that is approved by the United States Coast Guard. A daily log that is conducted daily with licensee signature. There was not a pool alarm inside of the pool that is compliance with ASTM International Standard F2208, licensee was mistaken and received the alarm for the gate. While LPA was present Licensee purchased an alarm that is ASTM Internation Standard F2208 certified. Licensee understands that all bodies of water including ponds, above ground pools, spas, and some fountains must be properly covered or fenced per Title 22 Regulations. The Department must be notified before and after installation of the above types of bodies of water. In addition, all wading pools or similar products must be emptied immediately after use and stored in an upright position.
LPA observed that a daily pool inspection log is being completed on days of operation and all safety measures are in place before the facility opens.
Both children's and employees' records are complete. Mandated Reporter Training has been completed and is valid until November 8, 2026. The Pediatric CPR and First Aid certification expires on December 07, 2026. Resident and staff records were reviewed, and all adults requiring caregiver background checks have received the necessary clearances and exemptions.
Licensee Sheryl Le was reminded that all adults 18 and over, living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial
presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Licensee Sheryl Le, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
