What the inspector wrote

Regarding the allegation that staff did not meet daycare child\342\200\231s diapering needs, LPA Waters conducted interviews, record review, and a facility inspection including diapering areas and diapering storage in all classrooms. LPA Waters observed individual baskets labeled with children\342\200\231s name, holding diapers and creams provided by parents, as well as storage of additional diapers for each child and \342\200\234extras\342\200\235 provided by the center. LPA Waters also inspected the facility\342\200\231s central diaper storage and observed that there were several brands and sizes available. Interviews revealed that there is no set brand the facility uses for backup. LPA Waters observed diaper changes during the inspection and interviewed staff regarding diapering procedures and documentation. LPA Waters reviewed the facility\342\200\231s parent communication app, \342\200\234Show and Tell\342\200\235, as well as the parent & staff handbooks. LPA Waters could not find any evidence that diapering needs were not being met. Regarding the allegation that children are present in school when ill, LPA Waters conducted a facility inspection, interviewed staff, and reviewed records. LPA Waters observed an isolation area labeled \342\200\234Infirmary\342\200\235 in the front reception area with a cot and trashcan for preschool age children. The facility\342\200\231s parent handbook specifies symptoms and conditions that will result in a child being sent home or prevent a child from being accepted to attend for the time period the symptom or condition is present. Record review and interviews could not determine how many, if at all, these facility policies have been enforced due to the approximately 3 months the facility has been operating. LPA Waters was unable to confirm if ill children had been present in the facility and were not isolated or sent home. Regarding the allegation that staff are leaving daycare children unattended, LPA Waters conducted two facility inspections, interviewed staff, and reviewed records. During both visits, LPA Waters observed all classrooms to be in ratio with one staff supervising under 12 students. LPA Waters confirmed that in the afternoon, during nap time, classrooms in the preschool age component (Twaddlers, Preppers, & Pre-K) begin to condense due to low enrollment numbers and staffing availability. Record review revealed that all staff members were qualified for their assigned duties. LPA Waters could not corroborate the allegation that staff are leaving children attended. The agency has investigated the above allegations and although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is UNSUBSTANTIATED. An exit interview was conducted. A copy of this report was provided to the facility. This report must be made available for public review for 3 years upon request.
