What the inspector wrote

On 07/08/25, Licensing Program Analyst (LPA), Kelli Waters, conducted an unannounced visit to the facility for a separate unrelated issue. LPA met with Center Director, Andrea Runnells, discussed the reason for the visit, took a census and toured the facility. During the visit, LPA observed 11 staff members, 5 classrooms in use, and a total of 30 children in care. During records review and interview, it was determined that one staff member (S1) was not associated to the facility. LPA Waters conducted a Guardian search and found S1 to have a cleared background, but the background clearance had not been transferred to the facility prior to S1 starting employment. Facility was issued a citation under California Code of Regulations, Title 22, Section 101170 Criminal Record Clearance. See 809-D for deficiencies. An exit interview was conducted, and a copy of this report was provided. A copy of this report must be made available to the public, at the facility site, for 3 years.
