What the inspector wrote

On 05/30/2025 at 9:30 am, Licensing Program Analyst (LPA), Griselda Castellon conducted an announced Pre-Licensing inspection for a change of ownership. Upon arrival, LPAs met with Kathleen Israelsen , Director . Applicant is requesting to be licensed for 91 toddler option children ages (18 months - 36 months) in classrooms: 11, 12, 13, 14, and 15, and 150 preschool children ( 2-5 years old) in classrooms 16, 17, 18, 19, and 20. Hours of operation will be Monday through Friday 7:00 am to 5:30 pm. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Kathleen that staff are required to always maintain direct visual supervision of the child ren during indoor and outdoor activities. When medications are on site, they will be located in each classroom and they will be in a higher cabinet inside a key locked box. A fully equipped first aid kit is in the Health Tech Office in the lobby area. Additionally, there is a small first aid kit in each classroom. There is a plug in carbon monoxide detector located in each classroom. All required licensing documents were observed posted in the lobby . Children will be signed in and out usi ng ipinwheel app . The facility will keep a physical binder to sign in and out children if there are technical difficulties with the ipinwheel app. Classrooms 13 and 15 toddler component were not set up to receive children. Applicant understands that children may not be in those rooms until they are properly setup, and the Department has approved them. Applicant also understands that they must maintain enrollment limited to current space available. LPA continued the facility tour and measured all indoor and outdoor activity spaces for toddlers and preschool children. The total indoor activity space for toddlers is 3,192.38 sq ft, and the total indoor activity space for preschool children is 6,575. 02 sq ft. These spaces are sufficient to accommodate the requested capacity for both the toddler and preschool components. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots for toddlers and preschool, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via water fountains and a water pitcher with disposable cups. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance is pending to be conducted. Feeding tables have broad-based legs, plastic seats, are made from washable, moisture-resistant material and are in good repair. The changing table has at least 1\342\200\235 padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3\342\200\235 high and the changing table is within arm\342\200\231s reach of a sink. There is a changing table and diapering sink in classrooms 11, 12, 13, 14, and 15 inside the bathroom. Diapering sink is not used for meal preparation or dishwashing. Sleep logs are kept in each classroom. Needs and Services Plans and Sleep Plans are kept in each classroom. LPA observed a total of 15 sinks and 10 toilets available for toddler children\342\200\231s use. There is a changing table and diapering sink in each toddler classroom located in each bathroom. Additionally, LPA observed a total of 15 sinks and 10 toilets available for preschool children\342\200\231s use These are sufficient to accommodate the requested capacity of children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be behind the reception desk in the lobby area. The facility will provide lunch, AM, PM snacks. The kitchen area currently includes: 3 industrial refrigerators, 3 industrial freezers, 2 dishwashers, 3 industrial sinks, 2 industrial convection ovens, and a walk-in pantry. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via a door. The facility currently has a fully fenced toddler and preschool playground area. The toddler playground fencing is made of wrought iron and brick wall that is at least four feet high. The total square footage for the toddler outdoor activity space is 9,560.00 sq ft which is sufficient to accommodate the requested capacity. Shade is provided via anchored canopy and building overhang. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children ages 2-5 on one side of the climbing structure and 2-12 on the other side which is properly anchored. There is adequate cushioning in fall zones of climber provided by artificial turf. On the other side of the playground there is a slide for children and has adequate cushioning in fall zones of climber provided by artificial turf. Drinking water is available via water pitchers with disposable cups. LPA observed all hazardous items on the playground to be inaccessible to children. The preschool playground Fencing wrought iron and brick wall is at least four feet high. The total square footage for the preschool outdoor activity space is 12,864.00 sq ft , which is sufficient to accommodate the requested capacity. Shade is provided via 2 canopy's, 1 industrial metal canopy, and building overhang. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children ages 2-5 which is properly anchored. There is adequate cushioning in fall zones of climber provided by artificial turf. Drinking water is available via water pitchers with disposable cups. LPA observed all hazardous items on the playground to be inaccessible to children. Kathleen was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Criminal Record Clearance - Child Care Centers: Kathleen was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.\342\200\235 APPLICANT KNOWS PROSPECTIVE CLIENTS WILL NEED IMS: This facility plans to provide Incidental Medical Services \342\200\223 IMS. Safe Sleep (for infant centers)\342\200\223 Child Care Centers and Family Child Care Homes: LPA discussed the safe sleep regulations with Kathleen and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed Kathleen of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. MyChildCarePlan.org--Child Care Centers and Family Child Care Home: Kathleen was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. The following corrections are needed prior to the issuance of the license: 1. Schedule a Fire Inspection and obtain a clear fire inspection. 2. Kathleen understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. A license for 91 toddlers and 150 preschoolers will be granted upon a final file review. Exit interview conducted and report was reviewed with Kathleen .
