Inspector’s narrative

What the inspector wrote

Licensing Program Analyst (LPA) William Chancellor conducted an unannounced annual inspection for a large family childcare at the above home on December 29, 2025, at 12:55 PM. LPA met with Licensee (LIC) Amanda Lewis, who guided LPA on a tour of the home. The facility operates Monday through Friday for 23 hours depending on enrollment. Certain areas listed as off-limits include, entire second story, laundry room, and attached garage. The facility is licensed as a large Family Child Care Home (FCCH) with a maximum capacity of fourteen children and LIC 9149 Landlord consent on file. Due to holiday closures, no daycare children were present during LPA inspection. A working cell phone is available, and the current phone number on file is correct. A fully charged fire extinguisher (2A:10BC) was observed, along with a functioning smoke and carbon monoxide detectors. LPA confirmed both alarms to be operational once tested. The fireplace is properly screened to prevent access by children, by placement of daycare furniture in the daycare room. All hazardous items, including toxins, are stored securely and are inaccessible to children. LPA reminded licensee that any items labeled as a poison or keep out of reach of children, must be stored behind a lock and key. Licensee stated no weapons are present in the home at this time, and that they understand all firearms, weapons, and ammunition must be locked separately and made inaccessible as per Title 22 Regulations. Licensee also stated there are no pools, spas or other bodies of water present in the home at this time. LPA confirmed this to be true during a walk through and reminded licensee that all play items or wading pools, must be stored in an upright position to eliminate potential of water collecting. The facility provides clean, safe, and age-appropriate toys for children. A current roster is on file, and required postings, including the Facility Sketch, Emergency Disaster Plan, and Notification of Parent\342\200\231s Rights, are displayed. Fire and disaster drill documentation was last documented in June 2025. Both children's and employees' records are complete. Mandated Reporter Training has been completed and is valid until February 2026. The Pediatric CPR and First Aid certification expires in August 2026. Resident and staff records were reviewed, and all adults requiring caregiver background checks have received the necessary clearances and exemptions. Licensee Amanda Lewis was reminded that all adults 18 and over, living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services \342\200\223 IMS.
