What the inspector wrote
On 12/18/2025 at 10:30 am, Licensing Program Analysts (LPA), Griselda Castellon and Diana Brasel, announced a change or ownership licensing visit.
Up
on arrival, LPA met with Gretta Walden, Program Director. Ms. Walden is requesting to be licensed for a total capacity of 179,
27 infants (6 weeks-24 months) in rooms 1,2, and 3.12 toddlers (18-36 months), and 140 preschoolers (2 \342\200\223 5 years old) in rooms 4-11.

During the visit Gretta submitted an updated LIC200A to reflect the following changes due indoor measurements.The facility is now requesting a total capacity of 174 , 27 infants ages 6 weeks through 2 years old in rooms 1,2,3 and 147 preschoolers ages 2 through 5 in rooms 4-11. Days and hours of operation Monday through Friday 6:00 AM to 6:00 PM .
All indoor and outdoor activity space utilized by the children was inspected today. LPA inf

that staff are required to always maintain direct visual supervision of the children during indoor and outdoor activities.
When medications are on site,
Ms. Walden
stated that they will be in a higher cabinet located in the
directors office. If medication needs to be refrigerated it will be located in the staff lounge refrigerator inside a locked box.

LPAs continued touring the facility and measured all indoor and outdoor activity spaces for the infant, and preschool areas. The total indoor activity space measured 1204.29
sq ft
for infants,
and
5162.2 sq ft
f
or preschoolers. These measurements are sufficient to accommodate the requested capacity for each age group. The drinking fountains in the classrooms and outdoors are not being used and the water line is disconnected.
LPA observed all indoor activity spaces to be complete with safe, age-appropriate furniture and equipment for infants and preschool children. This includes tables, chairs, cubbies, napping cots/mats,
bookshelves, and other activity supplies for the children. Feeding tables have broad-based legs, plastic seats are in good repair, and trays lock onto chairs. Feeding tables are made of washable, moisture-resistant material. Changing tables have at least 1\342\200\235 padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3\342\200\235 high, and the changing table is within arm\342\200\231s reach of a sink. The diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. The crib area is separated from the activity space via plexiglass. This barrier is at least four feet high, made of sound-absorbing material, and allows for supervision of napping children. The napping barrier in room 1 does not meet the 4ft height requirment, Ms.Walden will increase height, see correction list for more details. There are a total of 16 cribs in the napping area. The sleep logs are updated via Bright Wheel App. If the facility is having technical issues while using the app they will have a binder for sleep logs. Needs and Services Plans and Sleep Plans are kept in each room.
Drinking water is available in infants, and preschool classrooms via a brita pitcher with personalized water bottles. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property.Fire clearance was granted on 09/19/2025.
LPA observed adequate restrooms and sinks for all age groups. Infants have 1 toilet with 4 sinks and three changing tables. All changing tables have a sink for staff use only when using the changing table. Preschoolers have 15 sinks and 13 toilets. All meet the required capacity.
There are three a staff restrooms equipped with a toilet and a sink. Two staff restrooms are located in the hallway of across rooms 6 and 7. The third staff restroom is located across the lobby. The isolation area for children who are ill will be the directors office. The isolation restroom will be the staff restroom located in the lobby.
The facility will provide meals using a food delivery service through Renu Hope. At the time of visit the facility provides AM and PM snacks. Parents provide lunch. The kitchen area currently includes: two industrial sinks, one refrigerator, one freezer, one large convection oven. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separately from cleaning materials. Hazardous items in the kitchen are inaccessible to children via a door.
The facility currently has a fully fenced playground area for all components. Fencing is made of wrought iron and mesh which is at least four feet high. The fencing that separates the playground is made of chain-link which is at least 4 ft tall. The total square footage for the infant outdoor activity space is 2527.20, which is sufficient to accommodate the requested capacity. Shade in the infant playground is provided via large permeant canopy. There are sufficient outdoor age-appropriate toys and play equipment available on the playground.
The total square footage for the preschool outdoor activity space is 13892.32, which is sufficient to accommodate the requested capacity. There are three preschool playgrounds each playground has shade provided by a large permeant canopy and trees.There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on each of the playgrounds however, there is no manufacturing sticker. The climbing structures appeared age appropriate. Ms. Walden will provide manufacturing details. See corrections page for more details. All climbing structures were properly anchored. There is adequate cushioning in the fall zones of the climbers provided by rubber material.
Drinking water is available via water pitcher and reusable water bottles when children are outside. LPAs observed all hazardous items on the playgrounds to be inaccessible to children. Ms. Walden was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.
For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). The facility h
as had a lead test completed within the last five years from the pre-licensing visit on

and is using the same outlets. Ms. Walden will submit a waiver request from the lead testing requirement to the Regional Office,

The following corrections are needed prior to the issuance of the license:
Submit photographs showing each completed correction.
Infant Room 1:
1. Increase the napping barrier height to meet the minimum 4 ft height requirement.
Infant Room 2:
1. Increase the napping barrier height to meet minimum 4 ft height requirement on the area next to the children sink.
2. Replace or repair ceiling tiles that have water damage.
Preschool Room 6:
1. Replace or repair ceiling tiles that have water damage.
2. Replace or repair child sofa due to exposed foam.
Preschool Room 5, 9 and 11:
1. Replace or repair ceiling tiles that have water damage.
Infant Playground:
1. Close all gaps at the bottom of the wrought iron fencing.
2. Repair rust areas for all posts on the large canopy.
3. Repair bottom of green chain link fence.
Preschool Playground:
1. Close all gaps at the bottom of the wrought iron fencing.
2. Repair rust areas for all posts on the large canopy on all three playgrounds.
3. Repair and secure the bottom of all of Chain-link fencing throughout all playgrounds.
4. Repair rubber cushioning material on playground 1.
5. Add sandbags to large canopy on playground 1.
Ms. Walden was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
An exit interview was conducted, and the report was reviewed with the Gretta Walden.
Ms. Walden understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
The Incidental Medical Services (IMS) policy was discussed. For IMS information, see PIN 22-02-CCP. LPA reviewed with Ms. Walden the LIC 311A, Records to Be Maintained at The Facility, for the child\342\200\231s records, personnel records, administrative records, and documents to be posted.
LPA discussed the safe sleep regulations with Ms. Walden and discussed the Child Care Licensing Safe Sleep webpage at:

, as an additional resource. LPA also informed Ms. Walden of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

and recommended that they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.\342\200\235
Ms. Walden was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
