On January 28 th 2026, Licensing Program Analyst (LPA) Mandie Goodwin met with Director Samantha Subuyuj for the purpose of an unannounced random inspection. LPA toured the facility at which time a census of 69 preschool children supervised by 18 staff members across five classrooms were observed. The facility hours of operation are Monday through Friday from 7:30am-6:00pm. A health and safety inspection was conducted in the classrooms, restrooms, food service area, and outdoor play areas. LPA observed all postings. Cleaning disinfectants and hazardous items are appropriately stored and inaccessible to children. Furniture and equipment are in good condition, and toileting facilities are in sanitary and operating condition. There are bins for solid waste. The floors appeared clean throughout the facility. LPA observed smoke and carbon monoxide detectors, and fire extinguishers. Nap equipment was stored appropriately with bedding separated. LPA observed a current roster, documentation of sign in and sign outs, and documentation that facility is conducting emergency disaster drills at least every 6 months. Per record the last fire drill was conducted on 1/22/2026. Drinking water is readily available to children both indoors and outdoors. Playground equipment and surfaces were inspected and are in good condition, with enough resilient material under climbing structures to absorb a fall. There are no firearms or bodies of water on the premises. Director stated there are no poisons on the premises. LPA reviewed a sample of 11 present staff files for the preschool programs. Multiple staff members present today had current Pediatric CPR and First Aid certification. LPA observed immunization records and documentation of the educational background, training, and/or experience of staff. Cont. on 809-C Upon review, all staff members had current mandated reporter trainings. LPA advised AB 1207 Mandated Reporter training must be renewed every two years and can be renewed at www.mandatedreporterca.com . A sample of five children's records were reviewed. Each child's file contained an emergency card, consent for emergency medical treatment, health history, a record of immunization’s, and notifications of personal and parent’s rights. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
