What the inspector wrote

On April 23, 2024 at approximately 10:55 AM, Licensing Program Analyst (LPA) Josiah Gathing and Licensing Program Manager (LPM) Seychelle De Luca met with Director Brandon Magaoay for the purpose of an unannounced annual random inspection. There were no children present during today’s inspection. All persons requiring criminal background checks have been cleared. The facility has a maximum capacity of 70. The facility hours of operation are Monday through Friday from 7:00 AM to 6:00 PM. LPA toured the portable classrooms and outdoor play areas. Director stated there are no firearms on the premises. Toxic and hazardous items are inaccessible to children. Furniture and equipment are in good condition. Playground equipment and surfaces are free of loose or sharp parts and the ground below the play structures is sufficiently padded. The floors were clean throughout the facility. Medications are stored in a locked cabinet in Portable #1. LPA observed that solid waste containers were covered. Snack is provided daily by the school and menus were posted in the classrooms. Drinking water was readily available to children both indoors and outdoors. Children are signed in and out electronically. All staff files were reviewed. LPA observed a current Mandated Reporter certificate which will expire November 22, 2025 and current CPR and First Aid certificate which will expire January 10, 2026. LPA discussed information requirements for the facility roster with Director. Fire drill log last updated April 12, 2024. LPA reviewed children’s records stored electronically and found the information to be complete. LPA also reviewed paper emergency identification cards which contained required information. LPA observed first aid equipment, functioning smoke and carbon monoxide detectors, and fully charged fire extinguishers meeting regulation. Required documents were posted. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA referred Director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. Director was encouraged to the visit the Department's website at WWW.CCLD.CA.GOV for information regarding child care updates, PINs, forms, regulations and legislation pertaining to child care centers. Cont. on LIC 812-C... Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
