What the inspector wrote

On November 21, 2025, Licensing Program Analyst (LPA) Kyrsten Williams met with director, Dawna Allred, to deliver complaint findings for the above allegation. The purpose of today's inspection was explained. Upon arrival, LPA observed 58 preschool children in care being supervised by six staff members. It was alleged staff handled child roughly. Throughout the course of the investigation, LPA conducted staff interviews, parent interviews, child interviews, made observations, and reviewed records. Interviews did not reveal concerns regarding staff handling children in a rough manner. During inspections, LPA did not observe any staff members handling children in a rough manner or inappropriately. After interviews, observations, and record review, LPA did not learn of any evidence to corroborate the allegation staff handled child roughly. Although the allegation above may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated. There are no Title 22 deficiencies during today’s inspection. Exit interview conducted and report reviewed with director, Dawna Allred.
