What the inspector wrote

Licensing Program Managers (LPMs) Keven Peters and Seychelle De Luca, and Licensing Program Analyst (LPA) Karyn Guerra met with Senior District Leader Kelly Wagman, and Center Director, Dawna Allred, for the purpose of an Informal office visit. A tele-conference was conducted via ZOOM, due to COVID-19. LPM Peters defined the difference between Non-Compliance and an Informal meeting. LPM Peters advised that the purpose of today's meeting is to help the facility gain compliance. Today's informal meeting was to discuss the Type A citation resulting from a substantiated priority two complaint investigation, issued on 12/23/2020. An investigator from the department’s Investigations Branch found that there was a preponderance of evidence to support the allegation that staff handled a child inappropriately. Additionally, the department has received numerous complaints regarding personal rights and supervision allegations for the infant, preschool, and school age licenses at the facility. On 12/23/2020, a type A citation was issued regarding personal rights. The Senior District Leader and Center Director stated that they have taken the following steps to maintain compliance: Report continues on 809-C. 1. Terminated staff involved in substantiated personal rights complaint regarding inappropriate handling of child. 2. Conducted an 8 hour training with all staff at the facility in which policies and mandated reporting were reviewed. 3. Conducted individual training with each staff regarding personal rights. 4. Facility discusses supervision and ratio requirements with staff on an on-going basis. LPA Guerra will provide the Center Director with self-assessment resources and a copy of California Code of Regulations 101223 on Personal Rights. LPM De Luca provided information regarding the Technical Support Program (TSP), which is a non-enforcement arm of the Community Care Licensing Division offering onsite support to licensees and providers. Center Director will follow up with request to LPA for TSP services. LPM De Luca discussed using the Department website (ccld.ca.gov) for child care updates, current forms, legislation and regulation information. LPM De Luca suggested that Senior District Leader and Center Director can view information videos at www.ccld.childcarevideos.org . The report was reviewed with the Center Director. A copy of the report will be e-mailed to the Center Director. Acknowledgement of receipt of the report will be documented, in lieu of signature.
