What the inspector wrote

On August 17, 2021 at 11:25 AM, Licensing Program Analyst (LPA) Tanya Washington met with Site Supervisor, Kim Martinez for the purpose of an unannounced annual required 1 year inspection. Program Officer Elizabeth Tiffer was also present and assisted with the visit. Site Supervisor was reminded never to exceed the conditions, limitations and capacity specified on the license. Census included 11 preschool age children and 10 toddlers supervised by 16 staff members who all have obtained a criminal record clearance through Community Care Licensing. All staff's criminal records are associated to Seta Bannon Creek Headstart. Facility is open Monday- Friday from 8 AM to 4:30 PM. The program provides breakfast, lunch and PM snack. LPA and facility representatives toured all areas used by children including: restrooms, food service area, classrooms and outdoor play area. Facility has a shared use schedule for outdoor playground. LPA checked children's medication for expiration dates and reminded Site Supervisor to ensure that medication is not expired. Furniture and equipment are in good condition. Playground equipment and surfaces are free of loose or sharp parts. Toileting facilities are in safe, sanitary and operating condition. The floors appeared clean throughout the facility. (Report continues on LIC809-C) The food preparation space is free of litter and all food was protected against contamination. Storage containers with solid waste have tight-fitting covers. Menus were posted and drinking water was readily available to children both indoors and outdoors. LPA observed full legal signatures while reviewing the hand-written sign in and sign out sheet. Staff and children's records were reviewed. Each child's file contained an emergency card and a medical assessment. At least one staff member present today has current Pediatric CPR and First Aid certification, which expires on 09/2021. All staff records contained the required documentation. LPA reminded Site Supervisor that 100% supervision is required at all times, including in the bathroom. LPA reviewed the Department's inspection authority and discussed with Site Supervisor any changes that may occur regarding her or an employee acting in the Site Supervisor's absence must be reported to department within ten working days. The facility is providing Incidental Medical Services. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Site Supervisor was encouraged to visit the department's website at www.ccld.ca.gov for information regarding child care updates, forms, regulations and legislation pertaining to child care centers. This facility evaluation report was reviewed and discussed with Site Supervisor. A Notice of Site Visit was provided and should remain posted for a period of 30 days for parental review. An exit interview was conducted. No deficiencies were observed at the time of the inspection.
