What the inspector wrote

Licensing Program Analysts (LPAs) Kyrsten Williams and Amanda Sutter met with Licensee, Elizabeth Maddy, for an unannounced annual inspection of this preschool facility. Census included 29 children in care with 3 staff. Facility is operating within the capacity and in compliance with staff child ratio on this day. Licensee was reminded never to exceed the conditions, limitations and capacity specified on the license. Facility hours of operation are 6:30 AM to 6:30 PM, Monday to Friday. A health and safety inspection was conducted in the classrooms, restrooms, food service areas, and outdoor play areas. LPAs observed the following documents are posted: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, menus, and daily schedule. Cleaning disinfectants and hazardous items are appropriately stored and inaccessible to children. Medications are stored in the office area, inaccessible to children. Licensee stated there are no poisons on the premises. Furniture and equipment are in good condition, and toileting facilities are in safe, sanitary, and operating condition. Bins for solid waste in the have tight fitting lids. The floors appeared clean throughout the facility. The facility provides breakfast, morning snack, lunch, and afternoon snack. The food preparation space is free of litter and all food was protected against contamination. Drinking water was readily available to children both indoors and outdoors via drinking fountains and labeled bottles. LPAs observed full legal signatures of authorized representatives in sign in/sign out binders. There are no firearms nor bodies of water on the premises. LPAs observed a functional carbon monoxide detector. Playground equipment and surfaces are free of loose or sharp parts. LPAs observed wood chip cushioning beneath the play structure. LPA discussed condition of swing chains and wooden perimeter. Outdoor shade is provided by trees and an awning . Staff files were reviewed. All staff present today have current Pediatric CPR and First Aid certification. LPAs observed immunization records and documentation of the educational background, training, and/or experience and AB 1207 Mandated Reporter training certificates. Children's records were reviewed. Each child's file contained an emergency card, consent for emergency medical treatment and notifications of children\342\200\231s and parent\342\200\231s rights, health history, physician's report and immunization records. PAGE 1. REPORT CONTINUES ON LIC809-C Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPAs verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPAs referred licensee to the Department website for lead: Lead Toxicity Prevention and Water Testing Information https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information . The director was informed of the www.MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov / and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
