What the inspector wrote

Licensing Program Analysts (LPAs) Kyrsten Williams and Soleil Marx met with Facility Representative, Director Christina Rondoni, for an unannounced annual inspection of this preschool facility. The head start program operates in room 18, and the Wrap program operates in room 19. Operating hours for both programs are 8:00 a.m - 2:30 p.m., Monday, Tuesday, Wednesday, and Friday, with a minimum day schedule on Thursdays with an 11:45 a.m. dismissal. LPA observed a census of 0 children and 6 staff. Staff were preparing for school orientation will be held on August 21, 2023. Criminal record clearance is on file with the district office. The director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. A health and safety inspection was conducted in the classrooms, restrooms, food service areas, and outdoor play areas. LPAs observed the following documents are posted: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, menus, and daily schedule. Cleaning disinfectants and hazardous items are appropriately stored and inaccessible to children. The director stated there are no poisons on the premises. Disaster drills are conducted with the main school and have been documented. Furniture and equipment are in good condition, and toileting facilities are in safe, sanitary, and operating condition. Bins for solid waste in the have tight fitting lids. The floors appeared clean throughout the facility. The facility provides breakfast and lunch. The food preparation space is free of litter and all food was protected against contamination. Drinking water was readily available to children both indoors and outdoors via drinking fountains and labeled bottles, pitcher and cups. LPAs observed full legal signatures of authorized representatives in sign in and sign out binders. There are no firearms nor bodies of water on the premises. LPAs observed a functional carbon monoxide detector in each classroom. Playground equipment and surfaces are free of loose or sharp parts. LPAs observed wood chip cushioning beneath the play structures. Outdoor shade is provided by trees and awnings. PAGE 1. REPORT CONTINUES ON LIC809-C LPAs reviewed with Licensee the UC 311A, Records to Be Maintained at The Facility, for child's records, personnel records, administrative records, and documents to be posted. Children\342\200\231s and staffs' files were reviewed. Each child's file had the required licensing documentation. LPAs reviewed staff transcripts and observed all staff caring for children were qualified. Multiple staff have a current Pediatric CPR and First Aid certification, expiring 04/2025. Staff all have current Mandated Reporter certificates, expiring 02/2025, and proof of immunization. LPAs observed a current children's roster and a fire drill log. LPAs observed all required licensing documentation was posted for parental review. LPAs observed that parents are signing their children in and out of the center. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPAs referred the director to the department website for lead: Lead Toxicity Prevention and Water Testing Information https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. LPAs discussed the safe sleep regulations with the director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed the director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
