What the inspector wrote

4/22/2026, Licensing Program Analyst (LPA) Soleil Marx met with Director, Malinda Cayabyab, for the purpose of conducting an unannounced annual/required inspection. LPA observed a census of 16 preschool age children being supervised by two staff. Director was reminded never to exceed the conditions, limitations, and capacity specified on the license. Facility hours of operation are Monday - Friday, 7:00 AM to 5:00 PM. LPA inspected indoor activity spaces, restrooms, food service areas, and outdoor activity space. Hazardous items were inaccessible to children. The floors/surfaces appeared clean throughout the facility. Furniture, toys, and equipment were in good condition. Outdoor activity space and play yard equipment were in good repair and free of loose/sharp parts. LPA observed cushioning in areas underneath climbing equipment via bark and shaded areas available. Toileting facilities were well stocked, sanitary, and in operating condition. Food preparation space was hygienic and food was protected against contamination. Facility provides AM/PM snack; lunch is parent provided. Uncontaminated drinking water was readily available to children both indoors/outdoors via refillable water bottles. Trash bins containing waste have lids. LPA observed first aid supplies, smoke/carbon monoxide detector, and fully charged 2A10BC fire extinguisher within the facility. LPA observed facility staff to be meeting supervision, ratio, and personal rights requirements. LPA reviewed facility records including child's records, personnel records, facility records, and postings. LPA reviewed a sample of children’s files and verified that each child's file was complete with the required licensing forms/documentation. LPA reviewed records for present staff and verified staff files were complete with the required forms and documentation and qualifications. Both staff members present today have current Pediatric CPR/First Aid certification valid until 06/2027. Facility conducts monthly fire/disaster drills; the last drill conducted 04/2026. LPA observed a current children's roster maintained. LPA observed the required licensing documents were posted and visible to parents/guardians. Facility uses an electronic sign/in out system through brightwheel for attendance. All individuals subject to criminal background review, have obtained a crimina l record clearance . Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. This facility does not currently have students with IMS needs or medication. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
