What does Type A vs Type B mean?
Type A. Serious citation. Imminent or substantial risk to children. The regulator requires corrective action immediately and may impose a civil penalty.
Type B. Lower-severity citation. Corrective action required, no imminent risk. The regulator monitors compliance on the next visit.

Teacher Child Ratio: The licensee may use teacher aides in a teacher-child ratio of one teacher and one aide for every 15 children in attendance. (1) A ratio of one fully qualified teacher (as specified in Section 101216.1(c)) and one aide for every 18 children in attendance in a preschool program is allowed when the aide meets the qualifications specified in Section 101216.2(d). This requirement was not met, as evidenced by: Based on interview and observation, LPA observed a ratio of 21 children supervised by 1 fully qualified staff (S3) and 1 aide (S4). It was stated in interview that the aide did not have any units. LPA also observed 6 Toddler children with two aides (S1, S2). This poses an immediate risk to the health and safety of children in care.

Staff observed were both stated to be aides (S1, S2). This poses an immediate risk to the health and safety of children in care.

Rights of parent or guardian to inspect facility without advance notice (a) ... the responsible parent or guardian of a child receiving services in a child day care facility has the right to enter and inspect the facility without advance notice during the normal operating hours of the facility or at any time that the child is receiving services in the facility... This requirement was not met, as evidenced by: Based on observation and interview, parents were not allowed access into the facility due to COVID practices. This poses a potential risk to the health and safety of children in care.
