At 11:35 a.m. on Tuesday June 28th, 2022, Licensing Program Analyst (LPA) Karyn Guerra met with Licensee, Patti McFall, for the purpose of an unannounced required - 1 year inspection. A risk assessment was conducted for COVID-19. Upon arrival, LPA observed a census of 8 children including 2 infants over 12 months, 4 preschool children, and 2 school age children. Hours of operation are 24 hours a day, 7 days a week. Licensee understands that care shall not be provided for greater than a 24 hour period. Off limits areas consist of master bedroom and bath, kitchen, garage. Previous off limits space of Cole's bedroom is now utilized as a napping room for children and is on limits. LPA did not observe any hazards in the room during time of inspection. Licensee understands that child care children must not enter the off limits areas of the home. All individuals subject to criminal background review have obtained a criminal record clearance. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. A health and safety inspection was conducted in all areas accessible to children. LPA observed the required postings, a working phone, 2A10BC fire extinguisher, and smoke and carbon monoxide detectors. Licensee stated that there are no weapons nor poisons in the home. Toxic and hazardous items were appropriately stored, inaccessible to children. Fireplace is appropriately barricaded to prevent access by children. Fire Drills have been conducted and documented. LPA reviewed staff and children's files. EMSA CPR and First Aid certification is due for renewal. Mandated reporter training was verified. LPA observed immunization records, emergency identification, signed parents rights, and consent for emergency medical treatment in children's files. report continued on 809-C. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Technical assistance was conducted regarding documentation of 15 minute checks for napping infants. This provider is not currently providing Incidental Medical Services IMS services to children in care. Incidental Medical Services (IMS) policy was discussed. A staff interview was conducted with the Licensee. The department's inspection authority was discussed. Annual fees are current. LPA provided the Child Care Advocates Program email address: childcareadvocatesprogram@dss.ca.gov , so the licensee can request to be added to the distribution list to receive Quarterly Updates. Exit interview conducted and report was reviewed with the licensee, Patti McFall. A Notice of Site Visit was given and must remain posted for 30 days.
