When circumstances require the licensee to be temporarily absent from the home, the licensee shall arrange for a substitute adult to care for and supervise the children during his/her absence....This requirement is not met as evidenced by: Based on interview, the facility did not comply with the section cited above by minor picking up and walking daycare children to the facility, which poses an immediate health, safety or personal rights risk to persons in care.
