What the inspector wrote

On Thursday, May 28, 2026, Licensing Program Analysts (LPAs) Tanya Washington and Lea Habtom met with Licensee, Flora Bilik for an unannounced case management inspection. Upon arrival LPAs observed Licensee and three staff providing care and supervision to 12 children. During the tour of the facility, LPAs observed an above ground pool located in the off limits area of the backyard, LPAs observed a ladder attached to the pool with direct access to water. Upon further inspection, LPAs noticed that the pool was not properly fenced as required by Title 22 Regulations. Licensee failed to report pool installation to the department as required in section 102416.2(a). Notice of site visit posted and a Type B deficiency is cited on the following LIC809D page.

    REPORTING REQUIREMENTS

    The licensee shall report the following information the Department by telephone or fax within the Department's next business day and during normal working hours (8am to 5pm). This requirement is not met as evidenced: LPAs observed an above ground pool installed in the backyard. The pool is not properly surrounded by a fence as required. Failing to report pool installatiion is a potential risk to the health and safety of children in care.
