What the inspector wrote

On Thursday, May 28, 2026, Licensing Program Analysts (LPAs) Tanya Washington and Lea Habtom conducted an unannounced annual/random inspection and met with the Licensee, Flora Bilik. LPAs observed Licensee and three staff providing care and supervision to twelve preschool aged children. Facility is within ratio/ capacity limitations during today's inspection. Facility hours of operation are Monday through Friday 08:00 AM to 05:30 PM. LPAs and Licensee toured all areas of the home accessible to children. Off-limit areas include: entire second floor, portion of the yard behind fence and the sun room. Licensee acknowledged that children may never enter these off-limit areas. LPAs conducted a health and safety inspection and observed that the facility is clean, safe, sanitary, and in good repair with ventilation. LPA observed the required documents were posted where visible to parents. The facility has equipment and toys safe for children. LPA observed that there were no hazardous items—such as cleaning compounds, medications, or sharp objects—accessible to children. The fireplace located in the living room is properly barricaded. The fire extinguisher appeared to be in working condition and accessible. LPAs observed the smoke and carbon monoxide detectors are properly functioning. The outdoor area is fenced, and the licensee acknowledged that in areas that are not fenced, 100% supervision is required. Per Licensee there are no weapons in the facility. Per Licensee there are no poisons on the premises. During the inspection, LPAs observed an above ground Bestway pool installed in the off limit area of the side yard. Licensee stated the pool was installed on May 25, 2026. Licensee showed that she purchased the pool in March, 2026. The pool fencing did not meet Title 22 Regulations as LPAs observed two gates from the outdoor children's play area swinging into the pool area. LPAs also observed that one of the gates is not self latching. LPAs also observed a sliding door and a window facing the pool with direct access to the pool. PAGE 1. REPORT CONTINUES ON LIC809-C The licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. A notice of site visit was given and must remain posted for 30 days. The following citations are issued on LIC809D. A civil penalty in the amount of $500.00 is assessed for 0 tolerance violation of regulations. Upon receipt, licensee shall post and provide copies of this licensing report to parents/ guardians of children who are currently enrolled as well as parents/ guardians of children newly enrolled at the facility during the next 12 months. Parents/guardians must acknowledge receipt of this report and citation by signing a LIC 9224, “ACKNOWLEDGEMENT OF RECEIPT OF LICENSING REPORTS”. A copy of this form should be placed in each child file upon receipt from parent. Exit interview conducted and report was reviewed with the licensee Flora Bilik. During the exit interview, the Licensee Flora Bilik, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Appeal Rights were discussed and provided. LPA notified Licensee to contact the manufacturer of the pool company to determine if the above ground pool is a part of the recent recalls and provide written proof that its permitted in a Family Childcare home. LPAs observed a current children's roster and a fire drill log, the last drill was documented 03/11/2026. LPAs reviewed ten children’s files and observed that all the required documentation was present in each child's file. LPAs observed the CPR/First Aid certificate was current and expires 09/2027. LPAs observed a current Mandated Reporter certificate for the licensee which is valid until 01/21/28. Licensee was reminded to renew both CPR and First Aid certificate as well as Mandated Reporter Training once every two years. Licensee stated that she does not have any children enrolled under two years old. All individuals subject to criminal background review have obtained a criminal record clearance. The licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with the licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. This requirement is not met as evidenced: LPAs observed an above ground pool installed in the backyard. The pool is not properly surrounded by a fence as required. Failing to report pool installatiion is a potential risk to the health and safety of children in care.
