On July 13, 2023 at 10:50 AM, Licensing Program Analyst (LPA) Tanya Washington with Licensees Olga and Lyudmila Ovsyannikova for an unannounced required 1 year annual inspection and toured areas of the home accessible to children. Upon arrival, LPA observed Licensees and Staff #1 providing care and supervision to eight children. Also present in the home is Licensee's adult daughter and minor child. Off-limit areas of the home include entire second floor and front portion of garage (storage area). Licensee acknowledged that children may never enter the off-limit areas of the home. Licensee stated there are no new residents in the home since licensure. All Adult residents have criminal record clearances. Licensee stated she is open Monday- Sunday from 7 AM to 11 PM. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA observed current CPR/First Aid certificates for Olga and Lyudmila, both certificates are current. LPA reviewed six children's files, files inspected had all required information and vaccination records. LPA observed fire drills were conducted at least once every six months and documented. LPA observed a current children's roster and infant sleep logs for infants. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. REPORT CONTINUES ON NEXT PAGE LIC809C. LPA observed that there were no hazardous items accessible to children. The fireplace in the home is properly screened and not in use during day-care hours. LPA observed that cleaning materials were inaccessible. Licensee stated there are no weapons in the home. Fire extinguisher, smoke detector and carbon monoxide detector meet regulation. Toys appear to be safe. There is an in-ground pool located in the backyard, the pool is surrounded by an iron rod fence which is at least five feet high. There is a self latching and self closing gate which swings away from the body of water. Licensees utilize the pool for children and 100% supervision is provided when children use the pool. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA observed current AB1207 Mandated Reporter training certificates for all licensees. Licensees take the training through Child Action or online at www.mandatedreporterca.com LPA provided the Community Care Licensing website www.ccld.ca.gov , so the licensee can obtain updated licensing information, new regulations and access forms. LPA advised licensee of their responsibility to stay current regarding new regulations. LPA advised licensee to sign up for the quarterly updates provided by the Childcare Advocates Program. LPA provided the link https://www.cdss.ca.gov/inforesources/Community-Care-Licensing/subscribe for the licensee to sign up for the updates.
