On June 26, 2023 at 1:40 PM, Licensing Program Analyst (LPA) Tanya Washington met with Licensee's husband Mikhail Pashkovets for an unannounced required 1 year annual inspection and toured areas of the home accessible to children in care. Licensee and Assistant #1 were out on a field trip with eight children. LPA observed Mikhail providing care and supervision to two school aged children. Off-limit areas of the home include Licensee's daughter's room and garage. Licensee's husband acknowledged that children may never enter the off-limit areas of the home. Mikhail stated there are no new residents in the home since licensure. All Adult residents have criminal record clearances. Licensee stated she is open Monday- Saturday, 24 hours. Licensee understands that care may not be provided to the same child over the 24 hour period. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA observed current CPR/First Aid certificates for Licensee and Mikhail which expire 10/2023. LPA reviewed six children's files, files inspected had all required information and vaccination records. LPA observed fire drills were conducted at least once every six months and documented. LPA observed a current children's roster. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA reviewed the requirement of documenting infant sleep every 15 minutes. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. REPORT CONTINUES ON NEXT PAGE LIC809C. LPA observed that there were no hazardous items accessible to children. There is no fireplace in the home. LPA observed that cleaning materials were inaccessible. Licensee stated there are no weapons in the home. Fire extinguisher, smoke detector and carbon monoxide detector meet regulation. Toys appear to be safe. There are no bodies of water on the premises. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA observed current AB1207 Mandated Reporter training certificates for Licensee and Mikhail which are both valid until 03/16/2024. Both certificates were obtained through Child Action. LPA provided the Community Care Licensing website www.ccld.ca.gov , so the licensee can obtain updated licensing information, new regulations and access forms. LPA advised licensee of their responsibility to stay current regarding new regulations. LPA advised licensee to sign up for the quarterly updates provided by the Childcare Advocates Program. LPA provided the link https://www.cdss.ca.gov/inforesources/Community-Care-Licensing/subscribe for the licensee to sign up for the updates.
