What the inspector wrote

On Wednesday, 07/28/21 at 2:10pm, Licensing Program Analyst (LPA) Jan Hoshida conducted an unannounced random annual inspection and met with Licensee\342\200\231s Assistant. Licensee\342\200\231s Assistant stated that Licensee is out of the home for the moment. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee\342\200\231s Assistant. LPA observed 10 children present with Licensee\342\200\231s Assistants in the facility during this inspection. Licensee came back home during the inspection process. The off-limit areas include the garage, laundry room, bedrooms (3), and right and left side yards. Licensee acknowledged that children may never enter these off-limit areas. Licensee stated there are no new residents in the home since licensure. All adult residents have criminal record clearances. The hours of operation are Monday through Friday from 7:30am to 5:45pm. LPA observed current CPR/First Aid certificate that expires on 8/2021. LPA reviewed some children\342\200\231s files. LPA observed fire drills were conducted at least once every six months and documented. Licensee stated that she has insurance for her child care. LPA discussed with Licensee regarding the safe sleep PIN 20-24-CCP, the Infant Individual Sleeping Plan (LIC 9227) form, and infant sleep logs. Licensee stated that she does not currently have any children two years or younger enrolled in her day care and she does not plan on enrolling children under the age of two. LPA observed that there were no hazardous items accessible to children. LPA observed fireplace which was screened. LPA observed that cleaning materials were inaccessible. Licensee stated there are no weapons in the home. Fire extinguisher, smoke detector, and carbon monoxide detector meet regulation. Toys appear to be safe. The backyard is fenced and gated. There are no bodies of water observed. REPORT CONTINUED ON NEXT PAGE LPA discussed current COVID child care guidelines with Licensee and emailed her the child care guidance from 7-17-2020. This facility provides Incidental Medical Services- IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the Mandated Reporter Training (AB1207) with Licensee. Health and Safety Code 1596.8662 requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. This training requirement may be met by using the Department\342\200\231s Office of Child Abuse Prevention (OCAP) online training modules. The OCAP modules are free of cost and available at: HTTP://WWW.MANDATEDREPORTERCA.COM/ . LPA observed current Mandated Reporter Training in file and was taken on 12/29/20. LPA checked facilities fees and confirmed that it is up to date. LPA provided the Community Care Licensing\342\200\231s website www.ccld.ca.gov , so the Licensee can obtain updated licensing information, new regulations and access forms. LPA advised Licensee of their responsibility to stay current in regards to new regulations. LPA also included the email address for the children's advocacy program to stay current on new laws CHILDCAREADVOCATESPROGRAM@DSS.CA.GOV No Title 22 Deficiencies observed in the areas that were evaluated. LPA reviewed report with the Licensee and provided copies along with Appeal Rights. An exit interview was conducted. LPA observed the Notice of Site Visit posted and the Licensee understands it must remain posted for 30 days.
