An annual required inspection of the facility was conducted by Licensing Program Analysts Mariya Melnichuk and Jennifer Velasco (LPAs), who met with Licensee Sandy Matos (L1). A review of staff records indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. L1 was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. During the inspection the home was toured inside and outside. L1 and two assistants (S1, S2) were supervising twelve children and operating within the licensed capacity and ratio requirements. The facility\342\200\231s operating hours are 7:30 AM \342\200\223 5:30 PM, Monday through Friday, year round. The floor plan submitted by L1 was reviewed and verified. Care is provided to children in the kitchen, living room, dining room, fenced backyard, and one bathroom. The off-limits areas of the home are the garage, three bedrooms, one bathroom, backyard shed, and two side yards. These were observed to be made inaccessible by use of key locked doors and gates. The home was observed to be clean and orderly and was at a comfortable indoor temperature. There were safe toys and equipment available for children. There is a working telephone in the home. L1\342\200\231s pediatric CPR and First Aid certifications were reviewed and expire in 08/2023. Items which could pose a danger to children (such as detergents, cleaning compounds, medications, etc.) were observed to be stored out of the reach of children. LPA observed a working smoke detector, carbon monoxide detector, and fire extinguisher, rated at least 2A10BC, in the home. LPA observed a fireplace, screened to render it inaccessible to children in care. L1 stated the gas fireplace is not used during hours of care. The roster of children in care was reviewed and was current. L1 documented the most recent emergency drill in 07/2022. L1 stated there are no firearms and/or other dangerous weapons in the home, and none were observed during today's inspection. The children use the backyard as the outdoor play area, and it is fully fenced. LPA observed no bodies of water. Page 1 of 2 Though L1 stated she does not enroll infants (children under two years of age) and does not plan to enroll infants, LPA discussed with L1 the safe sleep regulations and the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed L1 of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Health and Safety Code 1596.8662 requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. This training requirement may be met by using the Department\342\200\231s Office of Child Abuse Prevention (OCAP) online training modules. The OCAP modules are free of cost and available at: http://www.mandatedreporterca.com . LPA observed documentation of current Mandated Reporter Training for all staff, taken in 12/2020. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with L1. There were no Title 22 deficiencies cited during today's inspection .
