What the inspector wrote

It was alleged that the Licensee does not adequately supervise day care children. There was a concern that the Licensee leaves children unsupervised while going to another room or when talking on the phone. LPA conducted observations, and staff and parent interviews that did not support this allegation. LPA observed the Licensee communicating with an Assistant when there was something from another room that was needed in order for her to maintain supervision. Licensee states that when something is needed for the children from another room or if the Licensee needs to leave the room, the Assistant is there to help supervise. It was alleged that the Licensee does not ensure home is kept clean. There was a concern that the facility had pets which caused the home to be dirty and caused the home to have an odor. LPA conducted observations, and staff and parent interviews that did not support this allegation. LPA observed two dogs at the home in off limits areas. LPA did not observe uncleanliness or bad odors at the facility. The Licensee states that the dogs are always kept in off-limits areas and have no contact with children or the children's play areas and that the home is regularly cleaned. Licensee has since made changes to further prevent any pet smells, including feeding the pets at scheduled times and putting their foods away after the feedings. It was alleged that the Licensee is allowing an uncleared adult to live in the home. There was a concern that a family member was living in the home without a criminal record clearance. LPA conducted record review with the Licensee and found that a Criminal Record Clearance was conducted prior to the individual living in the home. A Criminal Record Clearance was conducted by the Licensee and the individual and the Licensee received a Department of Justice confirmation of the clearance. However, a possible technical error occurred, preventing the clearance to be fully completed. The individual repeated the Criminal Record Clearance after the discovery and was fully cleared. Based on lack of clear corroborating evidence, the above allegations could not be substantiated or dismissed. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur; therefore, the findings are UNSUBSTANTIATED. An exit interview was conducted in which the report was reviewed and discussed with the Licensee, Eileen Argel. LPA provided a copy of the report and Appeal Rights to Licensee. A Notice of Site Visit was posted by LPA and Licensee understands it must remain posted for 30 days. A Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
