On March 1, 2023 at 10:00 AM, Licensing Program Analyst (LPA) Tanya Washington met with Licensee's Assistant (Staff #1) Christine Lee for an unannounced required 1 year annual inspection and toured areas of the home accessible to children. Upon arrival LPA observed Staff #1 providing care to six preschoolers and one infant. Licensee Abdullah arrived to the facility around 10:25 AM and assisted LPA with the remainder of the inspection. Licensee requested to make changes to the off limit areas of the home. Current off limit areas include: bedroom #2, #3, family room, laundry area and entire backyard. Licensee acknowledged that children may never enter these off-limit areas. LPA obtained a copy of an updated facility sketch for the entire home. Licensee was reminded to contact the Regional office prior to making changes to the on and off limits areas of the home. Licensee utilizes fenced carport located in the front yard, Licensee indicated that children are supervised at all times when playing outside. Licensee stated there are no new residents in the home since licensure. All adult residents have criminal record clearances. Facilities hours and days of operation are Monday-Thursday from 8 AM to 5 PM and Friday's from 8 AM to 4 PM. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA observed current CPR/First Aid certificate for Staff #1 expiring 12/2024, Licensee CPR and First Aid is also current expiring 12/2023. LPA also observed current Mandated Reporter Training for both the Licensee and Staff #1. LPA reviewed seven children\342\200\231s files. LPA observed fire drills were conducted at least once every six months and documented. REPORT CONTINUES ON NEXT PAGE. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA printed the infant Safe Sleep Regulations for Licensee's review. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA observed that there were no hazardous items accessible to children. Fireplace located in the living room is inaccessible to children and Licensee stated the fireplace is not used during day-care hours.. LPA observed that cleaning materials were inaccessible. Licensee stated there are no weapons in the home. Fire extinguisher, smoke detector and carbon monoxide detector meet regulation. Toys appear to be safe. There are no bodies of water on the premises. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA provided the Community Care Licensing website www.ccld.ca.gov , so the licensee can obtain updated licensing information, new regulations and access forms. LPA advised licensee of their responsibility to stay current regarding new regulations. LPA advised licensee to sign up for the quarterly updates provided by the Childcare Advocates Program. LPA provided the link https://www.cdss.ca.gov/inforesources/Community-Care-Licensing/subscribe for the licensee to sign up for the updates. Parents/guardians must acknowledge receipt of this report and citation by signing a LIC9224, \342\200\234ACKNOWLEDGEMENT OF RECEIPT OF LICENSING REPORTS\342\200\235. A copy of this form should be placed in each child file upon receipt from parent. An exit interview was conducted. The notice of site visit was posted and should remain posted for 30 days for parental review. Appeal rights were discussed and provided to Licensee Abdullah. .
